Introduction
This newsletter is distributed by e-mail to
district personnel, area alders, neighborhood groups and other interested
citizens. The purpose of this newsletter is to share information about police
incidents, community events and general police operations and will focus mostly
on events taking place in the East Police District.
The mailing list of recipients has been developed
from a variety of sources and I again encourage everyone to send me addresses of
anyone else that you may hear of that is interested in receiving the
newsletters.
EAST POLICE DISTRICT BOUNDARIES
The East Police District is one of five
geographical areas served by the Madison Police Department. The East District
coverage area extends from Lien Road (south of East Towne Mall) on the north to
the McFarland Village limits on the south. The west boundary is Lake Monona
including the Division St and Olbrich Park area all the way east to the City
limits east of Sprecher Road.

THEFTS
- 2800 Union - Stolen car, 6/1, keys may have
been left in car. Car found 2 weeks later on Meadowlark.
- 700 Brandie - Stolen car, 6/2, unlocked.
- Motorcycle Solutions, 2613 S. Stoughton, 6/6.
Motorcycle stolen, found next morning after involved in hit and run accident.
- 3600 Busse - Stolen truck, 6/12, keys left in
unlocked truck. The truck re-appeared across the street 2 days later.
- 3000 E. Washington - stolen car, 6/5,
recovered 2 weeks later on Quincy La.
- 1500 Wayridge - 6/17, car windows broken,
items taken.
- 3500 E. Washington - stolen car, 6/19, car
left locked and running outside of store.
- 3700 Lexington - Witness saw a black male
approx. 14 yrs old, loitering by parked car. Then saw boy enter unlocked car
and start going through it. When the witness confronted the boy, he dropped
the items taken from the car and fled on foot, leaving his bike behind.
- 1300 Mendota St., 6/20, items stolen out of
van.
DAMAGE TO PROPERTY
- 5500 Joylynne, 6/3, holes in picture window.
- 4800 Milwaukee, 6/17, car window broken out.
Nothing taken.
- 200 N. Fair Oaks, 6/18, beer bottle thrown
through house window.
- 200 N. Thompson, 6/20, car windows broken out.
- Radio Doctor, 4806 E. Broadway, Graffiti on
building, 6/24.
- N. Fair Oaks, 6/25, canvas car top cut with
knife.
SUSPICIOUS VEHICLE
- On 6/2, two boys were riding their bikes in
4200 blk of Milwaukee near the PDQ when the driver of vehicle pulled up and
began yelling threats at them. The vehicle followed the boys a short distance.
Driver was a white male, 20-30 yrs, closely shaved hair driving a 2 door Acura
with primer paint that was gray or white with painted white rims and a loud
muffler.
DRUG ARREST
- On 6/10, officers received information from an
anonymous caller describing a man who was selling drugs in the 300 blk of N.
Marquette. The officer located a man fitting the description on a nearby
street. The officer advised the man of the information and asked consent to
search him. The man gave consent and the officer located several small baggies
of cocaine. The 18 yr old man was arrested for Possession of Cocaine With the
Intent to Deliver. He does not live in the area.
INTOXICATED STUDENT AT SCHOOL
- On 6/5, at 10:30 am, a 15 yr old female
student was contacted at LaFollette High School after she was observed having
trouble walking. The girl admitted to having whiskey in her water bottle. She
consumed the alcohol while she was in her Health class. She tested .13 on an
intoxilyzer.
SUSPICIOUS MAN IN WAL-MART
- Several women reported a man in the store was
placing his cell phone at the bottom of their skirts and taking a picture up
their skirts. The man left prior to the police being called. He is described
as a Hispanic male, 30-35, goatee, heavyset.
JUVENILE ARRESTED FOR DAMAGING PROPERTY
- Two East side residents with newly seeded
lawns reported 2 juveniles riding bikes across the lawns leaving ruts. When
one of the residents asked what they were doing, the juveniles yelled
profanity back at them. One of the juveniles was identified and contacted by
an officer. The 14 yr old boy admitted to the damage but swore at the officer
the entire time. He was cited for damaging the property and disorderly
conduct.
SHOT FIRED, GUN RECOVERED
- On 6/15, just after midnight, officers
responded to Marquette and Hauk for a report of a gunshot. The caller reported
hearing and seeing several black males in the intersection and then saw one
with a gun and heard a gun shot. The men fled prior to police arrival.
Officers located a sawed off shotgun in the street. It had one spent cartridge
in it. Many people were contacted nearby but were uncooperative with the
officers.
CHURCH ORGANIZES WAR GAMES
- On 6/17, an officer was on routine patrol,
shortly after midnight, when she observed several juveniles in the back of a
pick up truck in a church parking lot. Her attention was drawn to the boys
because of the late hour and they appeared to be holding handguns and rifles.
A nearby adult contacted the officer and explained that the boys had air soft
guns. He stated that the church organizes this activity for the boys where
half of them hide in the woods with their "guns" and the other half go and
find them with their "guns." Some of the boys were dressed in black trench
coats and gas masks. The air soft guns looked like AK47's, shot guns and
handguns.
The officers attempted explain that juveniles
carrying guns, dressed in dark clothing during the middle of the night may
alarm anyone who sees them and might result in a tragedy if confronted by
police who believe the guns to be real. A follow up contact was made with the
pastor of the church. While he acknowledged our concerns, he did not commit to
ending this practice.
JUVENILE ARRESTED FOR SHOOTING ANOTHER JUVENILE
WITH AIR SOFT GUN
- On 6/18, a 9 yr old boy was playing when a
neighbor boy, age 16, shot him in the face and leg with an air soft gun. The
16 yr old claimed he didn't mean to hit the boy. He was charged with
Disorderly Conduct While Armed.
JUVENILE ARRESTED FOR STEALING TRUCK
- On 6/20, an officer observed 2 vehicles that
appeared to be following each other. The vehicles had rolled through several
stop signs. When the 2 vehicles pulled into a lot, the officer stopped them.
The officer discovered that the truck was being driven by a 15 yr old boy. The
boy could not identify the owner of the truck. The officers called the owner
and found that the truck had just been stolen. The juvenile was arrested.
SUSPECTS SHOOTING BB GUN OUT CAR WINDOW
- On 6/20, residents of several east side
neighborhoods called in to report the occupants of a blue Nissan shooting a bb
gun at their houses.
ONE THING LEADS TO ANOTHER
- On 6/21, a man became upset because a car did
not stop in front of target for him when he was walking in a pedestrian area.
The man rammed his cart into the side of the car causing a dent. When the car
owner tried to talk to him about the incident, the man told them to leave him
alone or he would get his gun out of the car. The car owner called police. The
man was stopped a short time later and admitted to the incident. He had a
pellet gun in his car. The 43 yr old man was charged with Disorderly Conduct.
HOME OWNER INTERRUPTS BURGLAR
- On 6/8, a woman living on Dell Dr. heard her
dog barking at 4:30 am. She went downstairs and saw a man standing in her
kitchen. He fled when she yelled at him. Several items were taken. The suspect
had taken the garage door opener out of the victim's unlocked car and open the
garage door. The door to the house was not locked.
MAN ARRESTED STEALING FROM CAR
- On 6/22 at 8:20 pm, a witness saw a man going
through a purse in a car belonging to the witness' friend. The witness
confronted the man and the man ran. The witness chased the suspect, tackled
him and with the help of another citizen, held the suspect for police. The man
was subsequently arrested.
10 YR OLD GIRL BATTERED
- On 6/16, a 10 yr girl was playing on the
sidewalk in the 4500 blk of Cottage Grove Rd., when 2 male teenagers
approached her. As they passes by, one of them pushed her, then he struck her
in the face. The girl stated she fainted briefly and the males left the area.
The males were described as mixed race, with one of them being 5'7".
WHAT'S HAPPENING WITH THE EAST DISTRICT STATION
LAWN
- You may have noticed that the landscaping at
the station is looking quite overgrown and weedy. We have been having
difficulties with the landscaper who was hired to plant our lawn and prairie.
A new landscape company will be taking over and helping us tidy up the
grounds. The area around the building and sidewalks is planted in fescue. It
will take about 3 years for this "no mow" grass to get established and begin
waving in the wind. The remainder of the property is planted in prairie. It
will take about 5 years for the prairie to get established. In the meantime,
you can expect regular mowing, watering and weeding to start taking place in
the next couple of weeks. A special thanks to our neighbors who have remained
so patient while we try to get everything looking nice.
EAST DISTRICT NEWSLETTER
This month's newsletter is a bit short, primarily
due to competing responsibilities and priorities. I know that East side
residents like to read about burglaries, thefts, etc that are occurring in their
neighborhoods. But compiling this information takes a significant amount of
time. You may be surprised to learn that the District Captains have only one
civilian support staff person. This one person's primary responsibility is to
handle persons coming to the counter of our station, answer phones and type
police report. In essence, the District Captains have no staff to assist us with
our many administrative duties.
As a result of competing priorities, in upcoming
newsletters, you will be seeing a transition away from this listing of incidents
to more general information about the district and the department. I will
continue to highlight incidents or information about suspicious persons you may
encounter and other crime trends. I will also be bringing you information about
our problem solving success stories and other proactive activities our officers
engage in.
