The Department of Planning & Community & Economic Development annually provides planning services to a designated area of the City. The Arbor Hills and Leopold Neighborhoods (based on Census Tracts 14.02 and 14.03) will be receiving planning assistance in 2011. This area was selected by the Community Development Block Group Commission, and confirmed by resolution by the Common Council, based upon:
A higher percentage of low- and moderate-income households residing in the area than the City as a whole; and
The willingness on the part of residents from area neighborhoods to develop a neighborhood plan.
The willingness on the part of the City of Fitchburg, Town of Madison, Madison Metropolitan School District, and Leopold Elementary School to join the process of creating an intergovernmental plan.

The study area is bounded by the West Beltline Highway on the north, the U.W. Arboretum on the north and west, High Ridge Trail on the south, and Fish Hatchery Road on the east.
