Key Themes Paper
As a first step in developing the Comprehensive Plan, citizens, City boards and commissions, and staff teams participated in an issues identification process. Key themes were then identified and encompass one or more of the nine required comprehensive plan "elements" defined in Wisconsin’s Comprehensive Planning (Smart Growth) legislation.

Citizen Survey Results
In Spring 2004, the City mailed a Survey to a random sampling of residents asking them to identify their concerns and assess possible future development scenarios.

Downtown Advisory Report
In Spring 2004, the City engaged the public in a downtown planning process that resulted in preliminary goals and recommendations for the City to consider including in the Comprehensive Plan.
