Northeast Neighborhoods Development Plan

Welcome to the website for the Northeast Neighborhoods Development Plan. This plan was prepared to help guide future urban development within a planning area generally north of Interstate 94 and east of Interstate 39-90-94 and the Wisconsin Department of Transportation rail line. The plan includes detailed recommendations regarding future land uses, the future transportation network and the extension of the full range of urban services, including public sanitary sewer and water service. The plan will serve as the primary basis for the review of future specific development proposals.


Northeast Neighborhoods Planning Area
The planning area is generally bounded by Interstate 94 on the south, Interstate 39-90-94 and the Wisconsin DOT railway on the west, Nelson Road on the north, Thorson Road and CTH T on the east. Given the large size of the planning area, it has been divided into two phases. The draft Plan contains recommendations for the Phase 1 area, which is generally the southern two-thirds of the planning area. A separate Plan will be prepared in the future that contains recommendations for the Phase 2 area.


Northeast Neighborhoods CARPC Application

On October 21, 2009, the City submitted an application to the Capital Area Regional Planning Commission (CARPC) to include Phasing Area A in the Central Urban Service Area. A public hearing on the application has not yet been scheduled.
