Hollow Neighborhood
Development Plan
Welcome to the website for the
Pumpkin Hollow Neighborhood
Development Plan, which was
adopted by the Madison Common
Council in March 2008.
The Pumpkin Hollow Neighborhood
Development Plan was prepared by
the City of Madison to help guide
future urban development within a
planning area located generally
east of Interstate Highway
39-90-94 and northwest of The
American Center (see Planning Area
map below). The plan makes
detailed recommendations regarding
future land uses and urban design;
the future transportation network
(including roadways and
pedestrian-bicycle facilities);
open space preservation;
stormwater management and water
quality protection; and extension
of the full range of urban
services, including public
sanitary sewer and water service,
police and fire protection, and
transit. The plan will be a
primary basis for the review of
future specific development
proposals in the Pumpkin Hollow
neighborhood.
This website includes the complete
adopted plan, as well as a record
of the planning
process---including the background
information and preliminary
concept plans presented at the
three public meetings held in the
neighborhood; the text and maps
from the October 2007 review draft
plan; copies of all of the
comments received on the draft
plan and the Planning Division
staff response to those comments;
and the revisions to the draft
plan recommended by the Madison
Plan Commission.

Pumpkin Hollow Planning
Area

The planning area for the Pumpkin
Hollow Neighborhood Development
Plan is generally bounded by
Interstate Highway 39-90-94 on the
west, State Highway 19 on the
north, Rattman Road on the east,
and The American Center on the
south.
The planning area includes
some lands that will become part
of Sun Prairie rather than the
City of Madison under the terms of
the Town of Burke, Village of
Deforest, City of Sun Prairie and
City of Madison Cooperative Plan
because it is important that
planning for future development
throughout the planning area be
carefully coordinated, regardless
of ultimate municipal
jurisdiction.
The Pumpkin Hollow
Neighborhood Development Plan
makes specific recommendations for
lands that will become part of the
City of Madison.

Area Regional Planning Commission
(CARPC) conditionally approved an
amendment to the Central Urban
Service Area to include lands in
the southern portion of the
Pumpkin Hollow neighborhood.

of the Pumpkin Hollow Planning Process -
Past Activities

The Pumpkin Hollow planning process began in late 2006, and continued through the fall of 2007. During the process, project staff met with many property owners and residents in the planning area, as well as other planning agencies and officials from adjacent communities. Three neighborhood public meetings were held at the Burke Lutheran Church to present background information, learn about community concerns and preferences, discuss preliminary concept plans, and present draft recommendations. In October 2007, the review draft of the neighborhood development plan was released for public discussion and comment, and a resolution adopting the Pumpkin Hollow Neighborhood Development Plan as a supplement to the City of Madison Comprehensive Plan was introduced to the Common Council and referred to the Park Commission, Long-Range Transportation Planning Committee and Plan Commission for their recommendation. After reviewing all of the comments submitted on the draft plan and considering the recommendations of the reviewing commissions, the Madison Common Council adopted the plan on March 18, 2008.
