ACCOUNTING TECHNICIAN 3

CLASS DESCRIPTION

General Responsibilities:

This is responsible advanced-level paraprofessional accounting work in the development and reconciliation of complex accounting records/reports, and/or providing leadership in the administration of accounting-related programs. Under the general supervision of a professional Accountant, employees exercise considerable judgment and discretion in meeting established objectives. This class is distinguished by responsibility for the administration of a technically complex accounting-related program and/or a significant leadership role.

Examples of Duties and Responsibilities:

Independently prepare and submit technical financial reports within established guidelines.

Oversee and/or prepare and maintain account balances of grants or similar fiscal appropriations requiring a high level of skill in establishing and monitoring controls.

Independently perform paraprofessional bookkeeping functions relative to receipts, disbursements and data collection and oversee related processes. Perform necessary follow-up, e.g., collections.

Prepare initial reconciliations between subsidiary and general ledger accounts.

Provide training and leadership to clerical staff. Assign, coordinate and review the activities of subordinates. Identify and respond to related issues, and/or consult with management as appropriate.

Provide accounting-related program expertise. Respond to questions/issues concerning programmatic responsibilities.

Identify accounting system problems; assist in the development and/or maintenance of complex computerized accounting systems.

Conduct internal and external audits within technical parameters with a high degree of independence. Gather and review pertinent data, and prepare standardized reports containing financial and operational information. Submit reports and conduct follow-up as indicated.

Perform related duties as assigned.

QUALIFICATIONS

Knowledges, Skills and Abilities:

Thorough knowledge of directly related bookkeeping and technical accounting principles, practices, procedures and terminology. Working knowledge of general office practices. Working knowledge of related recordkeeping principles and systems (both manual and automated systems). Ability to independently implement related paraprofessional account programs. Ability to provide leadership to assigned staff. Ability to interpret, explain and apply related accounting standards. Ability to operate a calculator and make necessary calculations. Ability to communicate effectively both orally and in writing. Ability to maintain effective working relationships. Ability to maintain adequate attendance.

Training and Experience:

Two years of paraprofessional accounting experience comparable to that gained as an Accounting Technician 2 with the City of Madison. Such experience would normally be gained after graduation from an accredited two year business college or technical school with an Associate Degree in accounting. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledges, skills and abilities necessary to perform the duties of this position will also be considered.
