CLASS DESCRIPTION

General Responsibilities:

This is responsible technical work in providing field and office support services to property appraisal and assessment staff. Work is performed under general supervision, and employees are expected to exercise judgment and discretion in completing assigned tasks.

Examples of Duties and Responsibilities:

Process splits, combinations, new plats and certified surveys; compute the square footage of parcels and assign parcel numbers; prepare, revise or update assessment maps to scale. Verify location, size and parcel numbers of properties from legal descriptions. Write legal descriptions. Assist the public in locating properties from legal descriptions. Use deed plotter or similar software.

Assist professional staff in collecting, tabulating, and arraying data concerning property characteristics, sales prices, rents and operating expenses. Measure, plot, diagram and describe building characteristics based upon field review and blueprint analysis. Assist in computing square foot area, noting property characteristics for calculating replacement cost new of residential and commercial buildings. Perform field reviews of properties to insure that coded characteristics are complete and accurate. Estimate tentative values for new building improvements for review by the Property Appraiser.

Assist in processing personal property statements and calculate full cash values using life tables. Compute full cash values using life tables. Assist taxpayers in completing less complex statements of personal property. Assist in making personal property field canvass updates and maintain personal property records. Assist in discovering new and out-of-business personal property accounts.

Prepare and maintain computer generated word processing forms, spreadsheet programs and associated data using appropriate software.

Maintain the assessment roll files for new plats, certified survey maps, condominiums, annexations, part of sales, combines and street vacations; assign geographic parcel numbers using the Rectangular Survey System standards; compute and/or verify square footage and street frontage of parcels using a coordinated geometry (COGO) program, decipher and/or write legal descriptions based on metes and bounds descriptions, surveys, aerial photographs and other documents, verify completed descriptions using COGO; provide City Engineering with supporting materials to aid in addressing new annexations; ascertain statutory classification of assessment based on use, use code type, lot type, school district and TIF district for new parcels; draft letters to owners of real property notifying them of parcel changes due to part of sales, new plats, etc.; notify City, County and State departments of parcel changes; obtain copies of resolutions and ordinances that affect real property.

Determine owner's name and mailing address from recorded documents located in the grantee/grantor tract index, Dane County Rumba database program, on microfilm or microfiche; conduct title searches; process documents; maintain plat index for Assessor's Office; update zoning changes; process class shifts and reconcile control totals.

Function as Acting Board of Review Clerk during absence of Clerk; input Board of Assessor and Board of Review results and reconcile control totals; complete statistical reports and summaries for Revenue Operations Manager.

Serve as departmental liaison for City of Madison computerized mapping and geographic information systems project team; department liaison for inquiries from Dane County Land Regulations and Records, Dane County Treasury, Dane County Register of Deeds, City of Madison Engineering, Planning and Development and Real Estate Departments.

Perform related work as assigned.

MINIMUM QUALIFICATIONS

Knowledges, Skills and Abilities:

Working knowledge of general office procedures and practices. Working knowledge of applicable property technical characteristics, to include: the layout, design, mapping and legal description of property, deed and survey data, and physical property characteristics. Working knowledge of the principles, practices, tools and techniques utilized in basic construction drawing/drafting. Working knowledge of applicable computer software and its application. Ability to assist in assembling and analyzing data and maintaining records. Ability to make related mathematical calculations. Ability to read, write and plot legal descriptions. Ability to assist in analyzing financial and accounting data. Ability to accurately prepare construction drawing and assessment maps. Ability to use mechanical drawing instruments and tools. Ability to read and interpret residential construction blueprints. Ability to develop and maintain effective working relationships. Ability to communicate effectively. Ability to physically access field locations in order to observe and record physical property characteristics relevant to assessment.

Training and Experience:

Two years of technical and/or administrative experience equivalent to that gained as an Assessment Aide 1 with the City of Madison. Such experience would normally be supplemented by technical schooling or coursework in the areas of real estate, architecture, building construction or a related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledges, skills and abilities necessary to perform the duties of this position will also be considered.

Necessary Special Qualifications:

Possession of a valid driver's license or the ability to otherwise meet the transportation requirements of the position. Certification as an Assessment Technician by the State of Wisconsin prior to appointment.
