ASSISTANT CITY TRAFFIC ENGINEER

CLASS DESCRIPTION

General Responsibilities:

This is highly responsible managerial, administrative and professional transportation engineering work in the Traffic Engineering Division. Under the general supervision of the City Traffic Engineer, this position serves as the Deputy City Traffic Engineer and exercises considerable judgment and discretion in overseeing the planning and coordination of a wide variety of transportation engineering projects and designs, traffic operations, development review, and communication activities within the Division. Work is characterized by independence of action in a broad range of assignments. This position will act on behalf of the City Traffic Engineer during absences and/or as specifically delegated in order to provide for continuity of services.

Examples of Duties and Responsibilities:

Coordinate, facilitate and direct the activities and staff of all units of the Division, and provide staff and programmatic supervision as required.

Direct and coordinate the activity of the Division's Transportation Planning and Design section with other Division Sections, City Engineering, City Planning and Development and outside agencies (WisDOT, Dane County, and the MPO).

Work with the City Traffic Engineer to respond to Division problems and issues. Assist the Division Sections with various special transportation or administrative projects as needed. Prepare reports and make recommendations relating to the conduct of Traffic Engineering activities.

Supervise the development and coordination of the activities related to the Plan Commission. Prepare written response from Traffic Engineering to the Plan Commission, Ped Bike Motor Vehicle Commission, Transit and Parking Commission or other boards or commissions after reviewing appropriate materials, information and other department staff comments.

Work with developers, alderpersons and citizens to resolve issues associated with development proposals. Represent the Traffic Engineering Division at public meetings, hearings, commissions, boards and committees. Review and approve traffic impact studies and transportation management plans prepared by developers or their consultants. Supervise the preparation of traffic impact studies to address special transportation issues. Supervise parking studies, volume counts, speed checks, crash studies, speed and delay and other allied studies for the improvement of transportation conditions. Respond to requests, comments, and complaints from the public and elected officials concerning Division issues and facilities.

Participate in updates of the Regional Transportation Plan by reviewing objectives and policies; street functions and capacities; transit, bicycle, pedestrian, parking, rail and freight movement components of the transportation plan; land use projections and other data sources. Participate in various planning studies.

Assist in the development of the capital and operating budget. Identify needs and prepare cost estimates relative to the Division. Develop, implement, analyze and modify revenue generation measures appropriate to the Division.

Direct and coordinate neighborhood traffic planning activities. Meet with neighborhood representatives and alderpersons to discuss issues and develop planning objectives. Supervise the preparation of traffic studies and the development of traffic redirection plans and geometric designs for physical changes to streets. Develop and present proposals and seek approval of implementation of traffic experiments or permanent changes. Supervise the implementation of the changes.

Supervise data gathering preparation of studies and the development of geometric transportation designs for special traffic generators, public and private projects, and large area planning studies or assist in hiring of consultants to perform these activities.

Develop transportation related policy proposals. Develop new processing systems on transportation-related issues. Conduct special transportation and traffic studies in connection with the development of transportation models, traffic use indexes and other related tools and data sources. Serve as a member of community-wide transportation study groups.

Perform related work as required.

QUALIFICATIONS

Knowledges, Skills and Abilities:

Considerable knowledge of the principles and practices of transportation and traffic engineering, including transportation planning, design, and traffic signals and traffic control methods and procedures. Thorough knowledge of the laws, rules and regulations related to traffic control. Thorough knowledge of the various elements of the transportation system and their interrelationships. Knowledge of installation and repair of traffic signals, traffic control systems and streetlights. Thorough knowledge of relevant public administration principles and practices. Working knowledge of geometric design practice for transportation facilities. Working knowledge of computer applications for traffic engineering including computer assisted transportation planning software and computer assisted design processes and techniques. Ability to plan, manage, coordinate and evaluate the work of a professional staff and supervisory personnel. Ability to provide leadership in the development and implementation of transportation planning efforts incorporating appropriate citizen and public policy boards' and commissions' involvement. Ability to keep accurate records and to prepare clear and comprehensive reports. Ability to establish and maintain good work and public relations. Ability to prepare technical reports and act on study conclusions. Ability to prepare and/or review construction plans and specifications. Ability to supervise and review the work of lower-level professional, paraprofessional and technical staff. Ability to communicate effectively, both orally and in writing. Ability to maintain adequate attendance.

Training and Experience:

Five years of advanced-level professional traffic engineering experience including at least one year equivalent to the Traffic Engineer IV level in the City of Madison. Such experience would normally be gained after graduation from an accredited college or university with a specialization in traffic, civil, transportation engineering, or a closely related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledges, skills and abilities necessary to perform the duties of this position will also be considered.

Necessary Special Qualifications:

Possession of a valid Certificate of Registration as a Professional Engineer.
