ASSISTANT TO THE GENERAL MANAGER
CLASS DESCRIPTION
General Responsibilities:
This is responsible professional work providing general administrative and staff support to the General Manager of the Madison Metro Transit Utility. The position is also involved in planning, development, coordination, and administration of the paratransit and specialized transportation programs such as ride-sharing, Independent Living and elderly and handicapped bus systems, etc. Supervision is received from the General Manager and work is reviewed through periodic conferences.
Examples of Duties and Responsibilities:
Coordinate the transit and paratransit programs internally and with the paratransit operators and agencies in the urban area. Develop and administer licensing and regulatory procedures for services governed under Chapter 11 of the Madison General Ordinances. Develop plans for and administer Madison's elderly/handicapped transit program. Administer programs to ensure compliance with elderly/handicapped regulations.
Design, develop, and manage Metro's in-house automated management information system.
Provide professional staff support to the General Manager and to other Metro units and managers. Develop and monitor a management-by-objectives program.
Prepare plans, specifications, and requests for proposal. Design and conduct studies, analyze data, and prepare reports. Meet with public or private bodies or individuals, and prepare reports or presentations as needed. Recommend the hiring of consultants in the areas of responsibility and oversee their work. Direct non-permanent staff such as Work Study students in the performance of routine tasks relating to work assignments and coordinate the work of other staff on projects as necessary.
Perform related work as required.
QUALIFICATIONS
Knowledges, Abilities and Skills:
Knowledge of physical and social aspects of transportation planning and/or design techniques involved in professional transportation and paratransit planning practices. Knowledge of applicable laws and regulations governing transit and paratransit functions. Knowledge of automated management information and evaluation systems. Knowledge of systems analysis and development. Ability to research, evaluate, and make recommendations. Ability to prepare clear and concise reports. Ability to communicate effectively in oral and written forms. Ability to establish and maintain effective working and public relationships. Ability to direct and coordinate the work of other staff and consultants.
Training and Experience:
Three years of responsible, professional experience performing planning, research, and/or administrative activities. At least two years of such experience must have been in a transit or similar transportation operation with significant responsibilities for both computerized management information systems and operations. Such experience would normally be gained after graduation from college with a degree in planning, public administration, business administration, or a related area. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills, and abilities necessary to perform the work will also be considered.
