ASSISTANT WATER SUPPLY SUPERVISOR
CLASS DESCRIPTION
General Responsibilities:
This is responsible supervisory and technical work directing second and third shift permanent and seasonal Water Utility employees who perform the operation, maintenance, inspection and monitoring of the City's pumping stations, distribution system and related facilities and equipment. The work involves coordinating supervisory and operational activities with the Water Supply Supervisor and other supervisors on the first shift, taking the necessary corrective actions and/or reporting observed problems to the Water Supply Supervisor, and reviewing and preparing a variety of reports on supply operations and chemical inventory levels. Supervision is received from the Water Supply Supervisor in the form of conferences and the review of periodic reports.
Examples of Duties and Responsibilities:
Recommend the hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, evaluation, discipline, and handling of grievances for subordinate employees reporting directly to this position and perform these functions jointly with the Water Supply Supervisor. The employees supervised include: Public Works Maintenance Worker I and IIs Engineering Aides (Hourly) and/or Laborers (Hourly) who rotate between first, second, and third shifts and the spring and fall flushing crews. Supervise assigned personnel including planning and coordinating second and third shift workloads, reviewing and spot checking work, and providing training and direction to new employees. Assist subordinate employees with work including operation and maintenance of electrically powered pumping units and telemetry systems when necessary.
Supervise assigned employees in second shift vehicle and building maintenance assignments such as vehicle washing, routine building maintenance, and minor vehicle repair. Supervise the preparation of water main leak reports and responses and the handling of such situations as: service leaks, shutoff, customer problems with leaks at water meters, etc.
Review each unit well's operation on a daily basis. Identify variations, determine appropriate courses of action depending on the nature and the severity of the variation (e.g., investigation to determine the cause, refer to Water Supply Supervisor, pursue independent resolution of the problems, etc.).
Maintain records and reports such as power use, cost per million gallons of water, daily pumpage, chlorine and fluoride inventory, etc. Calculate efficiency ratios daily as assigned. Prepare chemical usage reports for the Department of Natural Resources. Prepare other reports and submit them to other government agencies as assigned.
Perform other work as required.
QUALIFICATIONS
Knowledges, Skills and Abilities:
Knowledge of the principles, practices and techniques involved in the operation and maintenance of electrically powered pumping units and telemetry systems. Working knowledge of the tools and equipment required for operating hydrants, water mains, and meters. Knowledge of the principles and techniques of supervising and training employees. Knowledge of the hazards associated with the work and the necessary safety precautions. Knowledge of basic inventory practices, procedures and record keeping techniques. Knowledge of basic vehicle maintenance procedures. Ability to review, analyze and prepare water supply and chemical usage reports and perform necessary basic mathematical and statistical calculations. Ability to analyze report variances, determine probable cause, and determine proper corrective action. Ability to accurately maintain varied records. Ability to train and supervise employees. Ability to evaluate work practices with regard to safety. Ability to apply labor contract provisions to the assigned work force. Ability to perform manual labor that requires normal strength and dexterity. Ability to work under all weather conditions for extended periods.
Training and Experience:
Two years of responsible waterworks operations experience comparable to that obtained at the Waterworks Operator II level in the City of Madison. Such experience would include responsibilities in the following areas: leadwork, telemetry system monitoring and operation, report preparation, routine variance analysis, investigation, problem resolution, and minor equipment repair. Such experience would normally be gained after graduation from high school or its equivalent including and/or supplemented by courses in such areas as mechanics and electricity and/or the performance of work comparable to that of a Waterworks Operator I. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledges, skills and abilities necessary to perform the duties of the position will also be considered.
Necessary Special Qualifications:
Possession of, or ability to acquire within the six month probation period, a valid State of Wisconsin Department of Natural Resources Water Supply Operator's license. Possession of a valid driver's license or the ability to meet the transportation requirements of the position.
Possession of, or ability to acquire within the six month probation period, a class CD Commercial Driver's License with Hazardous Materials endorsement.
