ASSISTANT RECREATION SERVICES SUPERVISOR

 

CLASS DESCRIPTION

General Responsibilities:

This is supervisory work within the Parks Division. The employee in this position is responsible for directly overseeing the day-to-day operations and staff of the City's ice arenas, concession services, beach/lifeguard program(s), and other directly related recreational activities. This work is performed under the general supervision of the Recreation Services Supervisor, who is primarily responsible for program planning and administration. Work is reviewed through various reports and financial documents for compliance with established objectives and/or as policy level determinations are required.

Examples of Duties and Responsibilities:

Direct the day-to-day operations and maintenance of City ice arenas through subordinate leadworkers. Develop and maintain work schedules and procedures. Review and implement maintenance and reporting processes relating to ice arena operations. Review revenue and expenditure considerations and recommend program enhancements accordingly. Hire, train, assign and evaluate staff. Effectively recommend discipline as required. Resolve user group concerns, and maintain effective public relations. Coordinate services performed by contract.

Oversee the summer and winter operations of the Parks Division concession services. Participate in the selection process and perform the day-to-day supervision, scheduling, and evaluation of a large staff of seasonal/hourly concession attendants. Provide training and problem-solving as needed to maximize operational efficiency. Document and verify hours worked.

Inspect concession stands for appropriate levels of available goods, work supplies, and personnel; facility cleanliness; and customer service evaluation. Make recommendations relative to what items should be sold; the pricing of items; appropriate inventory control levels; and, in some cases, supply sources. Do test marketing of items as appropriate.

Prepare daily and periodic records and financial statements. Utilize the inventory control and analysis system established for the concession services, regularly provide input, and assist in modifying or updating the system. Process requisitions, contract release orders, and petty cash funds for such items as food, work supplies, and photography supplies.

Develop and/or recommend new procedures to improve operations and/or comply with regulations or standards for concession services. Coordinate concession activities with other Park Division activities as necessary.

Supervise the beach/lifeguard service program at City beaches. Test and train all lifeguards. Assign, inspect and evaluate day-to-day operations (i.e., lifeguarding and maintenance activities). Adjust daily schedule to reflect program needs. Oversee program administrative detail.

Coordinate the seasonal opening and closing of beaches including the correction of physical problems with beaches and/or beach facilities, the recommendation of capital improvements, and the supervision of seasonal staff involved.

Assist Supervisor in the performance of Parks community relations activities such as taking photographs for brochures or other purposes, setting up displays, and gathering materials for community relations activities.

Prepare and highlight all necessary activity and financial reports. Take corrective action independently and/or discuss discrepancies with supervisor as required.

Perform related work as required.

QUALIFICATIONS

Knowledges, Skills and Abilities:

Working knowledge of business administration theories, practices, procedures, and techniques pertinent to recreational services, concession activities, and indoor ice arenas. Working knowledge of supervisory and scheduling techniques and practices, particularly as they relate to coordinating the activities of a large number of employees at various work locations. Knowledge of the principles and practices of facility maintenance to include some familiarity with H.V.A.C. Systems. Knowledge of water safety, advanced lifeguard/lifesaving techniques and principles and the ability to perform, teach and evaluate these techniques in others. Ability to prepare operational and financial reports and to perform necessary mathematical calculations and cost analyses. Ability to work independently in meeting program objectives, and to exercise sound judgment. Ability to maintain effective working relationships with the general public, user groups, vendors, contractors, and staff.

Training and Experience:

Two years of responsible experience in a recreation (or similar service) program which involved administrative (general recordkeeping and revenue control) and leadership (scheduling, training, and evaluating) responsibilities. Such experience would normally be gained after the completion of a two (2) year Associate Degree in accounting, bookkeeping, business, or a related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledges, skills, and abilities necessary to perform the duties of this position will also be considered.

Necessary Special Requirements:

Red Cross or equivalent Water Safety Instructor Certification and the ability to receive Lifeguard Training Instructor, Ellis & Associates Trainer, CPR, and First Aid Certifications prior to the completion of probation. Possession of a valid driver's license or the ability to meet the transportation requirements of this position.
