At its January 5, 2006 meeting, the CDBG Commission ...

  • ... approved up to $400,000 in HOME, City Match, and Affordable Housing Trust Fund monies as a construction loan for the Madison Area CLT Troy Gardens project. Construction is scheduled to start this spring, with some units completed in the autumn.

  • ... recommended to the Common Council the subordination of a CDBG loan to Access Health Centers to permit Access to participate in a New Market Tax Credit financing.

  • ... referred to the February meeting action on an internal policy concerning the criteria and extend of CD Office funding in inclusionary zoning projects.

  • ... rescheduled a presentation for the community garden program to February.

  • ... briefly reviewed the status of Project Home's Prairie Crossing project.

At its February 2, 2006 meeting, the CDBG Commission ...

  • ... heard a presentation on the community garden program from representatives of Community Action Coalition for South Central Wisconsin (CAC) and the Parks Commission.

  • ... held the first of two public hearings on program accomplishments and performance during 2005.

  • ... recommended the use of up to $250,000 in match funds to replace a private first mortgage loan for Prairie Crossing in the Allied Drive neighborhood, contingent upon the approval of project-based housing choice vouchers (sticky 8's) and the provision of other financing (such as WHEDA). The Commission requested a presentation at its next meeting on the Mayor and Council plans for revitalization of the neighborhood, in order to better decide on the Commission's investments in the area.

  • ... approved the use of $35,000 apiece from concentration neighborhood project funds for neighborhood park improvement projects in the Emerson and Eken Park neighborhoods. Representatives from each area participated in the development of a neighborhood plan for the census tract, and identified park improvement as one of the important strategies to upgrade the neighborhoods.

  • ... approved an internal policy concerning the criteria and extend of CD Office funding in inclusionary zoning projects.

  • ... reviewed briefly the inclusionary dwelling unit study of the first 18 months of experience.

At its May 4, 2006 meeting, the CDBG Commission ...

  • ... recommended the use of up to $250,000 in HOME and match funds to assist buyers of homes in the Arboretum Co-Housing project that is being developed in conjunction with Habitat for Humanity and St. Mary's, as part of the St. Mary's expansion project. The Greenbush Neighborhood supported the expansion of St. Mary's toward Park Street and St. Mary's agreed to reduce its rental property holdings and take steps to encourage ownership in the neighborhood. The Commission also recommended up to $80,000 in HOME funds to assist buyers of a Habitat-built portion of the Arboretum Co-Housing project.

  • ... approved City satisfaction of a mortgage on Madison Development Corporation property and the issuance of a new loan and mortgage to facilitate the redevelopment of a West Mifflin Street property that will provide an additional 6 units of affordable housing in the area.

  • ... affirmed the use of previously recommended 2007 CD Office funds for Operation Fresh Start to use in the move and renovation of two single-family houses in the Union Corners development. The two homes would count toward the IZ goal for the Union Corners project, but would offer additional enhancements beyond the standard expectations of IZ units.

  • ... listened to the change of plans for the Northport Commons project and the substitution of some single-family detached homes for the previous town-home configuration.

  • ... recommended the use of up to $50,000 in HOME and match funds to help Wisconsin Initiatives in Sustainable Housing (WISH) acquire a property that would offer longer-term stable rental housing for persons with disabilities.

  • ... recommended the provision of $250,000 in general HOME funds for the ADDI program in order to serve an estimated 28 households with downpayment assistance.

  • ... referred a request for Housing Trust funds from JCF Investments to the October meeting, at the request of the developer.
