At its January 3, 2008 meeting, the CDBG Commission ...

  • ... held the first of three public hearings on the program's performance during 2007.

  • ... recommended Council approval of up to $45,000 in CDBG funds to help the Boys and Girls Club replace a roof at its Taft Street neighborhood center.

  • ... accepted the withdrawal of the Sherman Associates' application for Housing Trust Funds for a proposed Nob Hill redevelopment project, since they and the seller had been unable to reach a satisfactory arrangement on the project.

  • ... approved the downsizing of a previously-approved Wisconsin Partnership for Housing Development project to assist potential buyers of inclusionary zoning units in the Hilldale Heights development, and permitted the organization to help three similar buyers in other locations.

  • ... referred to its February meeting some proposed revisions in the Affordable Housing Trust Fund ordinance (Legistar ID # 06811), pending Housing Affordability Subcommittee action on the proposal.

  • ... heard a presentation from Mark Olinger, Executive Secretary of the Community Development Authority, regarding the first draft plans for a 45-50 unit Low Income Housing Tax Credit rental housing project in phase one of the CDA Allied redevelopment project. The Commission reiterated its interest in working with community-based organizations to develop a wide range of housing ownership opportunities for Allied and other residents in the second phase, and the importance of "connectivity" and linkages for the neighborhood.

  • ... permitted staff to seek a conflict of interest determination and exception from the Federal Department of Housing and Urban Development in a situation involving Madison Development Corporation and a member of its loan and investment committee. The committee member is an employee of a lender that is also participating in the loan, but is not the loan officer handling the application. The MDC committee has announced her potential conflict and abstained from participation in the MDC discussions concerning the applicant.

  • ... conducted the second of three public hearings on the performance of 2007 activities and suggestions for priorities and improvements for 2009-2010. Presentations included continued support for small business development, and consideration of cultural differences in establishing standards for business assistance and the application of overall program standards to newly established organizations.

  • ... recommended Council approval of a Housing Initiatives proposal for $448,000 in HOME funds for a rental housing acquisition project.

  • ... approved a requested change in a contract with Operation Fresh Start to permit the organization to make changes in a renovated home to accommodate a larger family, if the family meets other standards for home purchase.

  • ... recommended City application for a State grant involving over 12 homeless service agencies that would improve the homeless services system and address goals outlined in the Community Plan to Reduce Homelessness.

  • ... approved the issuance of a request for proposal of a study of housing discrimination patterns and validation through testing.

  • ... reviewed a preliminary report on 2007 performance, summarizing objectives met and expenses made.

  • ... discussed CDBG Commission membership on the Gardens Committee and decided that its current representative was excellently qualified to ably represent the Commission's perspectives.

At its March 6, 2008 meeting, the CDBG Commission ...

  • ... conducted the third of three public hearings on the performance of 2007 activities and suggestions for priorities and improvements for 2009-2010. The Commission discussed the proposals and then voted to adopt the proposed Program Funding Framework for 2009-2010.

  • ... recommended Council approval of a Habitat for Humanity proposal for $200,000 in Housing Trust Funds to help acquire property near Marquette and Hauk Streets as part of a neighborhood revitalization effort to encourage homeownership.

  • ... recommended Council approval of a second Habitat for Humanity proposal for $560,000 in HOME, match, and CDBG funds to help acquire the undeveloped portions of Northport Commons and complete the plan to build or facilitate the construction of homes for a variety of families on the site. Approximately $400,000 of these monies will be repaid to the City and then loaned again to Habitat upon its purchase of the property from C-CAP.

  • ... discussed reports from various committees where CDBG Commissioners participate, including the Gardens Committee, M. L. King Humanitarian Award Commission, and the CDA.

  • ... discussed ways to keep the CDBG program focused on a set of objectives within a more coordinated set of Department goals and agencies and funding processes.

  • ... recommended Council approval of $150,000 in HOME funds to help Porchlight acquire four units to continue its "Housing First" program with families. Porchlight is to seek these units in accordance with the Fair Share Plan and to report back to the Commission with a written description of its criteria for identification of families and relationship to the designated schools.

  • ... recommended a change in scope of the currently funded Movin' Out rental housing contract to permit the organization to construct as well as acquire property. Movin' Out owns a single-family home on a larger lot and may seek to subdivide the parcel and build an adjacent duplex.

  • ... referred an Interfaith Hospitality Network proposal for remodeling funds to the June Commission meeting so that the City Attorney and the zoning administrator could provide their determination of appropriate zoning and related issues.

  • ... did not formally reconsider the Vegan Alternative Meal proposal, leaving it funded at $0.

  • ... approved a proposal to implement a portion of the adopted Program Framework related to homebuyer repayment terms to "net proceeds" in the case of foreclosures.

  • ... suggested for future Commission review that the City Attorney draft an ordinance change for Commission discussion that would permit the Commission to designate its alternate members as representatives on other City committees.

  • ... commended the retiring CD Grants Supervisor, Hickory Hurie, on his services to the City.

At its November 6, 2008 meeting, the CDBG Commission ...

  • ... approved staff recommendations to provide $124,000 in CDBG funds as a long-term deferred loan to Community Coordinated Child Care, Inc. (4-C) for the construction of a new facility at 5 Odana Court, the site of their former building, which burned down in August 2008.

  • ... approved staff recommendations to fund Common Wealth Development's proposal to purchase 2 houses on East Wilson Street for homeownership with $50,000 of HOME Match funds and $50,000 of Affordable Housing Trust funds under the terms of Common Wealth's previously approved lease-purchase, shared appreciation program.

  • ... approved staff recommendations to reallocate the original funds provided for the culvert and pathway projects included in the Hiestand Neighborhood Plan. Specifically, the Commission approved recommendations to increase the funding available for the culvert by $11,000 for a total of $46,000 and decrease the funding allocated for the pathway project by $11,000, for a total of $70,300.

  • ... approved staff recommendations to reallocate $79,535 in Southwest Neighborhood funds that were previously authorized for other projects in the Southwest Neighborhood Plan as follows:

    1. ... provide up to $15,000 in CDBG funds for rehab of the pilot Meadowood Center in the Meadowridge Shopping Center;

    2. ... expand the Southwest Downpayment Program to include Russet/Balsam and Park Edge/Park Ridge areas, as well as Police Sectors 115, 116, and 117; and

    3. ... seek a non-profit group to purchase a multifamily dwelling with the intention of converting it to owner-occupied units.

Items (2) and (3) would utilize the remaining $64,535 as the need arises.

  • ... referred an item proposing the creation of Section 8.32 of the Madison General Ordinances to create policies and procedures for removal of personal property from public lands to the December meeting.

  • ... approved a motion to accept the report entitled "Madison Public Market: Project Report: Key Highlights and Findings."

  • ... approved a motion to carry over CDBG, HOME, and other funds, and extend previously authorized projects within the Community Development program budget.

  • ... approved a motion to allocate $22,084 of a total of $38,376 in restored cuts from the Mayor's Executive budget as follows:

    • ... $4,768 to the Fair Housing Council for Testing,

    • ... $10,156 to Wisconsin Youth Center for Facility Use,

Of the remaining $16,292, the Commission voted to restore a 3% COLA for each neighborhood center and to use the remaining funds to evenly distribute to the four CORE-funded centers whose CORE funding was reduced by OCS during the Summer Process.

  • ... publicly noticed the potential Conflict of Interest for Common Wealth Development regarding a former Board member who is a resident and owner of a property they are applying for HOME funds to acquire.

  • ... agreed to hold its January meeting away from the Madison Municipal Building, at a site significant to the Commission — either at a facility previously funded with CD Office-administered funds, or one that might be of future interest to the Office and Commission because its emerging needs relate strongly to the Commission's mission and goals. Commissioners will email their suggestions for a potential meeting place to CD Office staff.
