The Community Development Authority (CDA) Housing Operations Division works in conjunction with the City of Madison as the lead public entity in greater Madison, offering HUD low-income subsidized housing within the City of Madison limits.

The Community Development Authority owns and operates nearly 766 units of Public Housing for families, seniors and people with disabilities; CDA also administers the Housing Choice Voucher program ("Section 8 housing"), the federal housing subsidy voucher program.
