District 2 Updates and Meetings of Interest

It's Time for the 2020 Census!

The 2020 Census is coming in March. Check out the message that my fellow Alders Harrington-McKinney, Furman, Baldeh and I recorded on the importance of a Complete Count.

The census is a count of all people living in the United States mandated by the constitution to occur every 10 years. Distribution of $675 billion of annual federal funding is tied to data gathered in the census. That means that every person not counted could lead to a loss of $2,000 per year for affordable housing, childcare, health care, education, transit, roads, and more. Madison needs a complete and accurate count of everyone living in the city in order to receive our fair share of federal funding. Responses to the census are confidential, and the questionnaire will not ask about citizenship or immigration status. Find out more at 2020census.gov or cityofmadison.com/2020Census.

Committee Continues Evaluation of Proposed Redevelopment on 400 Block E. Washington

On Feb. 19, the James Madison Park District, part of Capitol Neighborhoods, Inc., hosted the first steering committee meeting to review the LZ Ventures redevelopment proposal for the north side of 400 block of E. Washington Ave. The next meeting date and location are not yet set, but will be announced soon.

Recent updates to the proposal include a reduction of the rear facade from 8 stories to 6 and changes to the architecture. When the steering committee next meets, the developer will review any further changes and take more input. Discussions are likely to include previously raised concerns about the displacement of current residents in affordably priced rental units, demolition of historic homes, and the proposed building's scale compared to the homes nearby/behind. Several steering committee members have expressed support for the increase in housing density that could help to address Madison's housing shortage and found both the proposal's scale and design appropriate, so that input will continue to be noted.

Free Showing of Harriett in Celebration of Black History Month

 

In celebration of Black History Month, the City of Madison Department of Civil Rights and Monona Terrace present a free showing of the film, HARRIET. Based on the thrilling and inspirational life of an iconic American freedom fighter, HARRIET tells the extraordinary tale of Harriet Tubman's escape from slavery and transformation into one of America's greatest heroes. Her courage, ingenuity, and tenacity, freed hundreds of enslaved men, women, and children and changed the course of history. 

Seating is available subject to venue capacity and is available on a first come first serve basis. Parking is available in the Monona Terrace parking ramp. There is a flat rate of $5 after 5 p.m. Showing details:

A Rendition of "Coffee with a Cop", CNI brings "Cookies with a Cop"!

Join downtown area neighbors and Police Officer Kraig Kalka for a conversation about safety in Madison's downtown neighborhoods. Bring your questions, concerns, and thoughts. 

The event will be held on Thursday, March 5th at the Kennedy Manor Dining Room (1 N Langdon). Doors open at 5:45pm. Delay Expected in Dogs On-Leash Policies in Parks

As reported earlier, the Board of Park Commissioners has endorsed a proposed ordinance change and new policies that will allow on-leash dogs in most city parks. Under the new policies, dogs will not be allowed on or near playgrounds, athletic fields when activities are occurring, conservation parks, and in several other locations/circumstances. The proposed policies as currently written can be found here.

Due to several alders, including me, giving additional input to the Parks Division in recent days, further fine-tuning of the changes is anticipated. It is now expected that the changes will not be considered by Common Council at our Feb. 25 meeting. Instead, some revisions to the proposed policies and ordinance are likely to be considered by the Board of Parks Commissioners as early as March 11, prior to Common Council voting on the changes at a later meeting.

City Asks for Public Feedback on New Stormwater Guidelines

Over the past three years, Madison and surrounding areas have experienced a large number of extreme storm events. When the stormwater system is overloaded with too much storm or rainwater, either in heavy rainstorms or multiple heavy rainstorms in a short amount of time, flooding happens.

 

Madison ordinances include requirements for water quality, water quantity and erosion control design standards for anyone who wants to build in the City of Madison. City engineers reviewed the current ordinance and standards. Based on the recent heavier rainfall the area is experiencing, City engineers updated the standards to support expected larger and more intense rain storms.

The proposed changes have been posted and are ready for review and feedback. A series of public meetings are scheduled to take feedback on the proposed changes. Meeting details and contact info here. Emailed comments should be sent to engineer@cityofmadison.com by April 10, 2020.

New Lights Installation on Reynolds Park Courts Could Start in March

The Parks Division's project to partially light the courts on the top of the water reservoir in Reynolds Park could start as early as March 2. Parks plans to install security-style lights on 25' tall poles and reduce the number of poles from the earlier proposed 10 to only 4, concentrated so that they provide lighting for the bike polo court. The tennis courts will likely not see expanded access in the evenings because the 4 new lights are not bright enough or high enough for tennis and will not be placed near the tennis courts. The fixtures will be state-of-the-art, there will be effectively no light spillage beyond the nearby park sidewalks, and they will meet dark sky specifications. 

The project will include installation of lighting on the exterior staircase of the building, which should significantly increase safety in that portion of Reynolds Park. Parks tells me that the court lights will be off when not in use and off by 10pm at the latest. For more information on the project, check this site.
