COVID Update

1. COVID-19 RESOURCES & INFORMATION

From Public Health Madison & Dane County:

Gov. Tony Evers and the Wisconsin Department of Health Services (DHS) announced today that eligibility for the $100 COVID-19 Vaccine Reward Program will be extended to Sun., Sept. 19, 2021.

Dane CORE Rental Assistance Program still has millions available in rental assistance funds. Urban Triage is also administering rental assistance funds in Dane County for those outside of the City of Madison.

Free hotline to be connected with a "Financial Navigator".

COVID-19 Recovery Dashboard that tracks Madison's long-term community and economic recovery from COVID-19.

Road Closed Sign

Upcoming Temporary Road Closures and No Parking Areas

First Block of N. Hancock Closed on Tuesday

According to the contractor who is building the new Continental building in the 400 block of E. Washington, they plan to close the first block of N. Hancock On Tuesday, Sept. 7, to set up a crane. From approximately 7:00am until 3:30pm the street will be closed. If you have any questions or concerns, email mhaack@cdsmith.com or call 920-517-3613.

 

Saturday, Sept. 11, and Sunday, Sept. 12 - Breese Stevens Concert

A Sept. 12 concert at Breese Stevens will require closing the 900 block of E. Mifflin from 8:00am to midnight on Sept. 12. As usual, bicycles will be able to pass through the barriers on E. Mifflin. The 100 block of N. Brearly will be closed on the same day from 6:00am until midnight and the 100 block of N. Paterson will be closed from 3:00pm until midnight. Access to the Lyric parking structure will be maintained and the Festival Foods lot will be accessible from N. Livingston. There will be no parking on the 900 block of E. Mifflin and the 100 block of N. Brearly starting at 9:00pm on Sept. 11, ending at 2:00am on Sept. 13. On the 100 block of N. Paterson and 900 block of E. Washington, parking will be banned from 8:00am on Sept. 12 until 2:00am on Sept. 13.

 

Sunday, Sept. 12 - Ironman Street Closings

The Ironman Triathalon on Sept. 12 will require closing many streets from Capitol Square to the west, but the only street that will be closed in District 2 is a portion of State Street. That said, there will be other nearby street closures that will impact traffic and require taking alternate routes for biking and driving. Saturday, Sept. 18 - Breese Stevens Festival

Due to the Sept. 18 Taco Fest at Breese Stevens there will be no parking that day from 6:00am until 8:00pm on the 900 block of E. Mifflin, the 100 blocks of both N. Patersn and N. Brearly, and the 900 block of E. Washington.

 

St. John's Lutheran Church

Sept. 8: St John's Church Redevelopment Proposal Steering Committee Meeting

Wednesday, Sept. 8 at 6:00pm is the first virtual meeting of the James Madison Park District steering committee that will be evaluating the proposal for the redevelopment of St. John's Lutheran Church at 322 E. Washington. St. John's, working with Urban Land Interests, is planning worship space and other services on the first floor of a new 10-story building with plans to add affordable apartments above and underground parking below. 2022 City Budget Season Underway

The City's Annual Budget season is here! This past week the Mayor released her proposed 2022 Capital Budget and her Capital Improvement Plan for 2023-2027, aka the Executive Capital Budget, and will release her proposed Operating Buget on Oct. 5. See the figure below which shows the differences between items funded in the Capital and Operating Budgets.

Operating and Capital Budgets

Coming up later this month, the Finance Committee will see presentations by each agency detailing their components of the Executive Capital Budget and committee members will offer and consider amendments. In October, the Finance Committee will repeat the process for the Executive Operating Budget. The meetings will include public comment periods, but you are always welcome to email me with your input (district2@cityofmadison.com).

The adoption of the amended Capital and Operating Budgets will occur at Common Council meetings of Nov. 9, 10, and possibly 11. Public Comment will be taken on the budgets at the Nov. 9 meeting. To learn more, visit the Finance Department's Budget page where you can learn about every departments' proposed spending plans, learn about the revenue side of the budget, and keep track as the process unfolds. As the Finance Committee and Common Council consider both the Capital and Operating Budgets, I'll try to detail some important aspects of each in my Alder Updates.

Saturday, Sept. 11: Richard Linster Memorial Bike Ride

Join your neighbors for a group bike ride on Sept. 11! Bring your bike, scooter, skates, skateboard, sneakers, and join the mass slow roll from Reynolds Park to Tenney Park (island). 

Meet at 1:00pm at Reynolds Park, depart at 1:30 pm, and ride together to our shared destination of Tenney Park. At the end of the ride will be light refreshments, and an opportunity to renew/join membership in the Tenney Lapham Neighborhood Association.

The Richard Linster Memorial Group Neighborhood Ride honors Richard's legacy of bike riding and service. He was a tireless champion of membership for the neighborhood association. Bike racks have been installed at Tenney Park in his memory, and this is a chance to check them out. And if that wasn't enough, there will be all the neighborhood swag you could hope for! You can find more details about the event here. There is also a Sidney Street gathering hosted by Richard's family that follows this event, starting at 4pm. The rain date for both events is Sunday, Sept. 12.

TLNA Steering Committee for WI Youth Symphony Orchestra Proposal Meets

The Tenney-Lapham Neighborhood Association steering committee for the Wisconsin Youth Symphony Orchestra proposal for the 1100 block of E. Washington met virtually on Sept. 2. WYSO proposes to redevelop a portion of that block, namely the Avenue Club parcels and its parking lots. WYSO presented their latest plans to the steering committee that include a three-story building with rehearsal spaces and offices with adjacent surface car parking. Note that the building design and details are still evolving. The committee anticipates meeting again in late September, so if you'd like to participate and/or sign up for the committee email list, please email mjconlin@gmail.com or president@tenneylapham.org.

Input from Thursday's meeting included neighbor concerns about saving trees, increasing permeable space to address flooding, minimizing construction impacts, and traffic flow into and out of the new building. The proposal will need approvals from the Urban Design Commission and Plan Commission, but those considerations are not expected until late in 2021 and early in 2022.

From MPD: More Enforcement Efforts in District 2

Pedestrian and Bicyclist Safety Enforcement - E Johnson St

On the morning of Monday, 8/20/21, Officers from the Madison Police Department conducted an enhanced traffic enforcement project on E Johnson St along Tenney Park.  Officers focused on speeding and other hazardous traffic violations.

During the project officers conducted a total of 20 stops for speeding.  The average speed stopped was for 43 MPH in the 25 MPH zone.  The highest speeds stopped were for 55 MPH, and 51 MPH.

Please slow down - this area is heavily used by pedestrians and bicyclists.

These additional enforcement efforts are made possible through traffic overtime grants provided by the Wisconsin Department of Transportation, and conducted in partnership with the Dane County Sheriff's Office.  Areas selected for targeted enforcement are based off of traffic crash data and Vision Zero Madison's High Injury Zone.

Updates on District 2 New Liquor License Applications

As mentioned in last week's Alder Update, a new Class B Beer & Liquor license application has been submitted by Brad Van Kauwebergh for a new business that he and Chris Welch will own and will replace Maria's Bar in the front of 1444 E. Washington across the hall from the Parched Eagle. There will be a public information meeting concerning the liquor license application onsite on Sunday, Sept, 12 at noon if neighbors have questions or input.

 

Jacknife

Most residents are already aware of this new restaurant, but a new Class B Beer & Liquor license application has been submitted by Tanya Zhykharevich for the planned Jacknife Restaurant at 1046 E. Washington Ave on the ground floor of Arden. The restaurant will be co-owned by Tanya and Jack Yip. The public information meeting for this application is scheduled for Sept. 16 at 5:00pm at the restaurant location.

 

Dark Horse Artbar

Also mentioned last week, a Class B Beer & Liquor license application has been submitted by Patrick DePula for a new business called Dark Horse Artbar in the now-closed Star Bar location at 756 E. Washington (first floor of the Constellation). An Entertainment License application has also been submitted. The public information meeting for this application has not yet been scheduled.

NEW BUSINESS

 

Agenda Item 2

SUBSTITUTE: Updating Temporary Permissible Encampments (TPE) criteria and permitting the continued use of Reindahl Park until a suitable alternative site is established.

Note: This item, of which I am a cosponsor, has been on the back burner since early June and was recommended unanimously for approval by the Joint City-County Homeless Issues Committee while the Board of Parks Commissioners voted to "place on file without prejudice" due to parallel efforts that were just starting up. Although the City is now moving forward with the establishment of a Mission Camp at the Dairy Drive location, it is important that those houseless folks who are living in Reindahl be able to stay there until the infrastructure at the new location is completed and other accommodations are made for any remaining Reindahl campers. The text of the resolution for Agenda Item 2 can be found here and the text for the resolution passed by Council last week dealing with the new location and the Reindahl encampment is here. The resolution that passed Council included amendments related to city staff creating a safety plan for the encampment and a requirement that the safety plan be provided to Common Council.
