• Madison Community Projects Receive Over $20 Million from Governor Evers

• Big Changes for Streets Division Drop-off Sites, including

March 25, 2022 – The site 1501 W. Badger Rd. closes down until at least the spring of 2023

March 29, 2022 – The site at 402 South Point Rd opens to replace the Badger Rd facility

April 4, 2022 – A new weekends and evenings only drop-off opens at 121 E. Olin Avenue.

The drop-off site at 4602 Sycamore Avenue will not be see any changes.

• Fueling Philanthropy, a group of UW students, have $50,000 to award to a number of Wisconsin-based 501c3s committed to sustainable social change (equity and inclusion work included). Find more info and a link to the application here. Application closes 3/11.

• Due March 15th by 11:59 p.m. - Madison Arts Commission annual grants of up to $3,000 to support art project are now open and a special grant program called "Artists at Work" in the amount of $15,000 - $29,000 to support job creation for the creative sector will soon be posted on this MAC webpage.

Proposed Building

 

Update on Steering Committee for 400 Block of State Street Redevelopment Proposal

The steering committee of the Mansion Hill District of Capitol Neighborhoods, Inc. (CNI), that is evaluating the redevelopment proposal put forth by JD McCormick Properties for 428 to 444 State Street is scheduled to meet again on Tuesday, March 8, and on Wednesday, March 16, both at 5:30pm. 

The developer proposes to demolish the three mixed-use buildings at 428 through 444 State Street and construct a new a five- to six-story, mixed-use building with 26 dwelling units and first floor commercial spaces. The developer will be seeking Demolition Permits and will need formal approvals from the Urban Design Commission and Plan Commission. You can find the project plans and land use application here and read more about the proposal and city processes in my past Alder Updates, including one from 2 weeks ago available here.

The first neighborhood steering committee meeting was held this past Wednesday when the development team presented their proposal and neighbors gave feedback and asked questions. Some concerns were raised about the lack of affordable rents for the apartments, the displacement of the local businesses on the ground floor of the existing buildings, and the proposed height of the front facade (4 stories) being too tall and the overall design not being in character with much of State Street. The developer indicated that they were hoping that the commercial tenants would find nearby locations, but they only knew of one of the four tenants finding a new location on State Street. They also said that discounting rents for the apartments was not possible without some form of subsidy due to the high cost of new construction.

The steering committee will continue working with neighbors, the development team, and other interested parties. The committee's goals will include a report that will form the input on the proposal from CNI. I'll be sure to publish the Zoom links for the upcoming virtual meetings, but if you'd like to get onto the steering committee's email list or give input on the proposal, please email me at district2@cityofmadison.com

Transit Network Redesign Virtual Community Meetings

If you missed Metro Transit's citywide community meeting on the Transit Network Redesign last week, you can view a recording here. If you want detailed information, you can also read the entire Metro Transit Network Redesign Draft. 

Metro Transit is also hosting an ongoing series of area-specific meetings on the Redesign Draft where they will obtain feedback - stay tuned for the announcement of a meeting focusing on areas in and around downtown. 

The draft plan was designed to achieve the Transportation Policy and Planning Board's objective of a new network centered on the "mostly ridership" goal – focusing on fewer routes that are more direct and frequent, while providing coverage where it is needed most.

Reminder: Face Masks Still Required to Ride

Even though Dane County's Face Covering Order is set to expire on 3/1, remember that masks are STILL required on Metro buses! For now, the Transportation Security Administration (TSA) is requiring all passengers and employees to wear face masks while utilizing all forms of public transit, including Metro Transit buses and paratransit vehicles.

CNI Hosts Virtual "Cookies with a Cop" on March 2

Join your neighbors and Madison Police Department Representatives for a conversation about recent events in Madison's downtown neighborhoods. This will be an opportunity to meet new faces to CNI. Captain Harrison Zanders (Central District), Officer Ben Enstrom, and Officer Ryan Jeffery will be in attendance.

The event will be held on March 2nd, via Zoom. Discussion will begin at 7:00 PM and conclude at 8:00 PM. 

The event will begin with brief introductions of the police representatives, then proceed to questions submitted to the organizers prior to and during the meeting. Attendees will be able to submit questions to the organizers by email at Info@CapitolNeighborhoods.org before the meeting or through the Zoom chat feature during the event. Attendees are strongly encouraged to email questions or concerns prior to the event in order to help facilitate a more productive meeting. If we have extra time after our submitted questions are answered, we may open the event to follow-up Q&A from attendees. In that event, we will ask that folks limit their questions and comments to three minutes per person in order to ensure that other neighbors also have the opportunity to speak.

DRAFTER'S ANALYSIS: MGO Secs. 28.071 and 28.151 are amended to allow to residential uses in Mixed-Use and Multi-Family buildings on the specified downtown streets - specifically King Street; South Pinckney Street; State Street; the ten (10) through five hundred (500) blocks of East Wilson Street; the one hundred (100) blocks of West and East Mifflin Streets; the one hundred (100) blocks of West and East Main Streets; and on the Capitol Square, which is formed by the ten (10) blocks of East and West Mifflin, the ten (10) blocks of North and South Pinckney, the ten (10) blocks of East and West Main, and the ten (10) blocks of North and South Carroll Streets. This change recognizes recent zoning text changes in other zoning districts in the City to promote additional housing and recognizes that the depth of these blocks could support a viable street-level commercial space for a variety of tenants or uses along the street frontage while also allowing residential use behind.

DRAFTER'S ANALYSIS:    MGO Sec. 41.17 is amended to add subsection (9), creating an administrative extension of approval for obtaining a certificate of appropriateness.  Currently, staff have no mechanism to extend the expiration of an approval for a Certificate of Appropriateness ("CoA") granted by the Landmarks Commission.  Because of the COVID-19 pandemic and supply chain challenges, contractors are booked further out and materials have significant ordering delays.  Adding an administrative review will allow the Preservation Planner to extend the CoA without requiring a Landmarks Commission duplicative re-hearing.  If the plans still meet the Landmarks Commission's approval conditions, the Preservation Planner can consult with the Alderperson of the district and approve an extension of up to twelve (12) months from the expiration date.  This administrative extension is based on precedent used for staff extension of conditional use approvals.

Fiscal Note
The proposed resolution authorizes $40,000 to support Sustain Dane Programming in 2022 under the continuation of a Memorandum of Understanding (MOU). Resolution RES-21-00206 adopted on March 16, 2021, authorized the MOU with Sustain Dane for continued collaboration on shared sustainability interests. The MOU covers the years 2021-2023 with an option of a 3-year renewal for 2024-2026. The City will provide $40,000 annually to the program. Funding for the 2022 payment is included in the 2022 Adopted Capital Budget as GO Borrowing under the Sustainability Improvements program. Payments beyond 2022 are subject to appropriations in future years. No additional appropriation is required at this time.

Fiscal Note

The proposed resolution approves a cost sharing agreement with Dane County for the investigation of historical PFAS use at the airport. The estimated cost of the study is approximately $30,000, and the City would support one-third of study costs. Funding is included in the 2022 Adopted Engineering budget (40141-54645-00000).
