March 12 Shamrock Shuffle to Close Some Downtown Streets

The annual Shamrock Shuffle takes place the morning of Saturday, March 12. Early morning impacts in District 2 should be limited to the start and outgoing route since the 5K and 10K routes start at 8:15am and 8:00am, respectively. Both routes start and finish on State Street between Lake and Frances, so the 600 block of State Street will be closed until noon. The outgoing route follows State, Gilman, Carroll, and Langdon Streets before heading west and then finishing at State and Frances. More details here.

 

Proposed Building

 

March 8 Meeting of Steering Committee for 400 Block of State Redevelopment Proposal

The steering committee of the Mansion Hill District of Capitol Neighborhoods, Inc. (CNI), that is evaluating the redevelopment proposal put forth by JD McCormick Properties for 428 to 444 State Street is scheduled to meet again virtually on Tuesday, March 8 at 5:30pm. 

The Zoom link for Tuesday's steering committee meeting was not available as of publication, but those on the steering committee list and the Mansion Hill Neighborhood listserv will receive the link via email notification. If you'd like to be added to the steering committee's email list, please email me at district2@cityofmadison.com.

The developer proposes to demolish the three mixed-use buildings at 428 through 444 State Street and construct a new a five- to six-story, mixed-use building with 26 dwelling units and first floor commercial spaces. The developer will be seeking Demolition Permits and will need formal approvals from the Urban Design Commission and Plan Commission. The first neighborhood steering committee meeting was held Feb. 23 when the development team presented their proposal and neighbors gave feedback and asked questions. Some concerns were raised about the lack of affordable rents for the apartments, the displacement of the local businesses on the ground floor of the existing buildings, and the proposed height of the front facade (4 stories) being too tall and the overall design not being in character with much of State Street. The developer indicated that they were hoping that the commercial tenants would find nearby locations, but they only knew of one of the four tenants finding a new location on State Street. They also said that discounting rents for the apartments was not possible without some form of subsidy due to the high cost of new construction.

The steering committee will continue working with neighbors, the development team, and other interested parties. The committee's goals will include a report that will form the input on the proposal from CNI. If you'd like to get onto the steering committee's email list or give input on the proposal, please email me at district2@cityofmadison.com.

Amending Chapter 28 to create an outdoor eating area, temporary, associated with a food and beverage establishment as a use category in Chapter 28, amending Tables 28D-2, 28E-2, 28F-1 and 28G-1 to include the new use category, and amending Subchapter 28J: Supplemental Regulations.

Partial DRAFTER'S ANALYSIS:

File Nos. 69379 and 69380, establish the Roadway Cafe permit program; an alternative to a privilege in street that would otherwise be required under Section 10.31 of the Madison General Ordinances (MGO) and Wis. Stat. § 66.0425, and would allow for a licensed sidewalk cafe to expand into portions of certain roadways. While the companion ordinances will allow for expanded outdoor dining options in the right-of-way, this ordinance will allow for expanded outdoor dining areas on private zoning lots.

 

Conditional Use Requests & Demolition Permits

614 University Avenue; 2nd Ald. Dist.: Consideration of a conditional use in the Urban Mixed-Use (UMX) District for a nightclub.

From the Staff Report:

The applicant, representing Mom's Bar, is requesting a conditional use for a nightclub for a bar with karaoke and live music at 614 University Avenue. The applicant is pursuing an entertainment license and plans to pursue karaoke, live bands, DJ'd dances, and open mic nights. Musical acts will occur on a small stage located at the front of the tenant space adjacent to the University Avenue entrance. No food will be served, and no structural changes to the building or tenant space are proposed, other than changes to signage and cosmetic interior changes. Hours of operation are proposed to be 4 p.m. to 12 a.m. every day. A nightclub previously occupied this space, but ceased operation more than twelve months ago, necessitating approval of a new conditional use.

Note that I support this application. The applicant has expressed a strong desire for Mom's Bar to be a community space as well as a bar. His willingness to close at midnight each night supports that mission and should prevent the business from creating problems at bar time when MPD and city resources are so taxed in the State Street/University Avenue areas.
