Highlights: The Garver Feed Mill Development Agreement is at Finance and Plan Commission on Monday. The Development Agreement includes a budget amendment to borrow $1.6M in order conduct site remediation, site restoration and other necessary costs to complete the project. The environmental remediation is on city owned land and is not an additional subsidy for the developer. The 43 page Agreement will be at the Council August 1st for final approval and requires a 15 votes in order to amend the adopted 2017 Capital Budget. Parks Staff has provided a compilation of environmental studies from 2009 to the current period regarding soil contamination that I shared on the SASY list serve. Please email me if you would like a copy of it. The next two weeks are the final stretch for the long awaited Baum Revision proposal to create food production facilities in the landmarked Garver Feed Mill and construct up to 50 micro-lodges on the surrounding site.

7. 47354 SUBSTITUTE - Authorizing the Mayor and City Clerk to execute a Development Agreement with Garver Feed Mill, LLC to facilitate the redevelopment of the Garver Feed Mill, located at 109 South Fair Oaks Ave, authorizing a grant of up to $1,825,000, and amending the 2017 Adopted Parks Capital Budget to appropriate $1,600,000 in additional general obligation borrowing for remediation, site restoration and other necessary associated costs to complete the project. The PLAN COMMISSION is scheduled to consider this item on 7/24. The LANDMARKS COMMISSION is scheduled to consider this item on 7/31.
