Census 2020

 

Complete the 2020 Census Today!

 

Census data determines how more than $675 billion in federal funds are distributed to communities across the country for healthcare, affordable housing, childcare, education, transportation, and more. That's over $2,000 per person for Madison and Dane County every year. In fact, public health experts, government officials, and first responders all rely on population data to make critical decisions in crises like the one we are currently experiencing. Madison residents can fill out the census over the phone, by mail or online at my2020census.gov.

Hub II Proposal

 

Hub II Proposal at Plan Commission May 18

 

The proposal by Core Spaces for an apartment building  at 126 Langdon St. with 107 units, 373 beds, and 20 parking stalls will be considered at Plan Commission's May 18 virtual meeting that starts at 5:30pm. Materials that have been submitted and will be considered by Plan Commission are housed here. A subset of the developer's submittal to the city that shows renderings and other proposal information can be found here. Note that the developer submitted a revised design for the Langdon Street front facade on May 13.

 

A great deal of input and comments have been submitted to me and to Plan Commission on this proposal, including from the neighborhood steering committee, members of UW fraternities and sororities, other UW students, and neighbors. The steering committee report and all public comment can also be found here. You can still give input to Plan Commissioners by emailing SPrusak@cityofmadison.com, but input must be in by early Monday to be distributed to commissioners. Instructions for watching and giving public comment during the virtual Plan Commission meeting are detailed in the meeting agenda listed below in City Meetings of Interest to District 2.

 

In order for the proposal to move forward, Plan Commission needs to approve the following:

  1. final plans for a site previously approved for demolition of a residential building with no proposed use;
  2. a conditional use in the Downtown Residential 2 (DR2) District for a multi-family dwelling with more than eight dwelling units;
  3. consideration of a conditional use to allow outdoor recreation; and
  4. consideration of a conditional use to construct two additional stories in Area F of the "Additional Heights Area Map" in MGO Section 28.071(b).

The standards of approval for the two additional stories are listed below in the article about the 400 E. Washington Ave. redevelopment proposal which is also seeking two additional stories. Note that the Urban Design Commission earlier did not recommend approval of the 2 additional stories (conditional use #4 above) that are allowed in a portion of this block. That finding was advisory to Plan Commission, so the Commissioners will make the final decision on that and the other considerations.

May 21 Public Information Meeting for East Dayton Reconstruction

 

A virtual public information meeting will be held on May 21 at 5:30pm to discuss an upcoming E. Dayton Street reconstruction project. City Engineering is estimating an August project to reconstruct the two blocks of E. Dayton Street between N. Blair and N. Livingston Streets. This project includes asphalt pavement resurfacing, spot repairs of curb and gutter, sidewalk, and driveway aprons and utility replacements of storm sewer, sanitary sewer, and water main facilities. Visit the project's webpage that will be updated throughout the construction, where you can signup to receive emails about the project and register for the public information meeting. You must register in advance in order to participate in the May 21 meeting.

Water Main Flushing Begins Monday, May 15 West of N. Blair Street

 

The Madison Water Utility will again be doing water main flushing in parts of District 2 beginning on Monday, May 15. Flushing should take place during daytime hours in all of District 2 that is west (towards the Capitol and campus) of N. Blair Street. Flushing can cause temporarily low water pressure or discoloration - more information can be found at this page.

 

400 E Wash Proposal

 

400 Block E. Washington Proposal Steering Committee Meets May 21

 

The James Madison Park District steering committee that is reviewing the LZ Ventures redevelopment proposal for the north side of 400 block of E. Washington Ave. will hold another virtual meeting on May 21 at 7pm. If you'd like to participate and/or stay informed contact Joe at jmartino@isi360.com or Eli at president@capitolneighborhoods.org. From what I understand, the May 21 meeting focus will be forming the committee's input to the City and developing a letter and/or report to city staff, the Urban Design Commission, and Plan Commission.

 

The developer's land use application to the city can be found here. The proposal is for a 10-story apartment building along E. Washington with some commercial space on the ground floor. The building would step down to 6 stories in the rear with rooftop amenities atop the 6th floor.

 

Proposal at Urban Design Commission on May 27

The proposal is expected to be formally considered by the Urban Design Commission at their May 27 virtual meeting. I will publish UDC meeting participation details in my Alder Updates next weekend. The proposal could move to Plan Commission on June 8 if approved by UDC. The UDC's earlier comments on the proposal and related materials can be found here.

 

UDC will be the approving body in determining if the proposal conforms to Urban Design District 4 design standards and guidelines. It will be advisory to Plan Commission on the request for two bonus floors along E. Washington. Eight floors are allowed in the zoning code for this site and up to two bonus floors are allowed if Plan Commission finds that all of the following conditions are present:

  1. The excess height is compatible with the existing or planned (if the recommendations in the Downtown Plan call for changes) character of the surrounding area, including but not limited to the scale, mass, rhythm, and setbacks of buildings and relationships to street frontages and public spaces.
  2. The excess height allows for a demonstrated higher quality building than could be achieved without the additional stories.
  3. The scale, massing and design of new buildings complement and positively contribute to the setting of any landmark buildings within or adjacent to the projects and create a pleasing visual relationship with them.
  4. For projects proposed in priority viewsheds and other views and vistas identified on the Views and Vistas Map in the City of Madison Downtown Plan, there are no negative impacts on the viewshed as demonstrated by viewshed studies prepared by the applicant.

Some neighbors are concerned about the loss of the existing buildings that contribute to the history and fabric of the James Madison Park neighborhood and contain affordably priced apartments while others see the need for more housing and density along what is expected to be Madison's first Bus Rapid Transit route. 

Madison Fire Dept

Help Snuff Out Smoking-Related Fires

According to the Madison Fire Department, a number of recent fires have left more than 80 people in our community without a home, and each fire had a common link: cigarettes. Since February, MFD has responded to at least six fires suspected or determined to be caused by improperly discarded smoking materials. These fires have resulted in nearly $3 million in property loss, in addition to leaving dozens of people searching for new homes. Luckily, no injuries or fatalities have resulted from these fires, but firefighters call attention to the trend in hopes of preventing more fires like these. More information from MFD here.

Traffic Enforcement Effort on East Washington Ave.

Due to reports of reckless driving, speeding, and noise on East Washington, the Madison Police Department has recently conducted six traffic operations in the E. Washington corridor. According to MPD, complaints about these issues have come from residents extending from Capitol Square to the Interstate. Working together, three Police Districts (Central, North, and East) put a plan into place to increase traffic enforcement and high visibility patrols, specifically on Friday and Saturday nights. Six operations were conducted in April and May, resulting in the following:

Due to the on-going complaints and their patrol officer's observations, MPD will continue this approach through the month of June. They have requested the help of the Traffic Enforcement Safety Team and plan to involve City Traffic Engineering and other law enforcement agencies, as well as considering a local media push and community outreach. From what I hear from many longtime Madison residents, these problems along E. Washington have persisted for decades, but in the last couple of years and during the pandemic the situation has deteriorated further. I hope that we can find multiple ways to increase safety and decrease noise along E. Wash.

Gates of Heaven

Gates of Heaven Exterior Restoration Project

City Engineering is proposing a restoration project for the historic Gates of Heaven Synagogue building in James Madison Park (See Board of Public Works Agenda Item 21 below). They plan to clean the exterior stone, consolidate it, replace very few stones, repoint point the brick, restore the existing windows and doors, and standardize the storm windows. The stone consolidant will bind the sand particles together so that they do not continue to flake off. According to Engineering, this Madison sandstone is beautiful in its soft worn state, but it is also fragile and takes on damaging amounts of water so they must strike a balance. 

Work could happen around Parks reservations of the space sometime between August 2020 and December 2020, but due to the uncertainties of the COVID-19 pandemic, the schedule could change. Keep up with the project at this website. The funding for the Gates of Heaven floor replacement project, has already been approved.

Reminder: MG&E Seeking Annual Pruning Permit

Every year, Madison Gas and Electric applies for a permit to conduct tree pruning around their high voltage utility lines to ensure the safe transmission of electricity to our homes and businesses. Residents have the opportunity to provide feedback and ask questions about MGE's pruning permit until 3:00pm on Tuesday, May 26, 2020. Details in an earlier Alder Update.

The City's Department of Civil Rights wants you to know, if you have not received needed medical attention or if you have experienced discrimination while seeking healthcare (based on race, gender, or another protected class), you can file a complaint for their office to investigate. Inequities in access to healthcare and unique health risks may lead to an increase in disease and death rates among people of color, particularly African Americans, according to national reports. You are encouraged to access their services online here.

Volunteers Needed to Remove Garlic Mustard

You've probably heard about garlic mustard. While sometimes used to make a pesto or as a salad topping, this invasive plant dominates and displaces quality native plants and vegetation. According to the Parks Division, removing the weed by hand, can reduce the use herbicide. They have identified a number of conservation parks that are invaded and the work need is great. Repealing and recreating Chapter 37, The Public Stormwater System Including Erosion Control, of the Madison General Ordinances

Fiscal Note

The proposed changes to Chapter 37 are not expected to have a direct fiscal impact on the City. Several of the regulatory changes will result in increased compliance costs for private sector entities associated with new development. The proposed regulatory changes may also result in increased staff time for review and approval of the new requirements, but this staff time would be recovered through charges for review to developers. No appropriation is required.

DRAFTER'S ANALYSIS:  This ordinance makes numerous changes to Chapter 37 of the Madison General Ordinances to update the City's stormwater code. To simplify the changes, the entire chapter is being repealed and recreated.

On a motion by Sundquist, seconded by Cantrell, the Plan Commission recommended referral of the Specific Implementation Plan to June 8, 2020 (June 16, 2020 Common Council) to allow the applicant work with staff to revise the Transportation Demand Management Plan (TDMP) to specify what the 30% non-motorized mode split means and understand what the enforcement mechanisms for the development will be if the trip reduction goals of the TDMP are not met. The motion recommended that the TDMP be referred to the Transportation Policy and Planning Board or Transportation Commission, whichever is meeting sooner, for their review and comment. The motion to refer also asked that the developer to incorporate sustainability measures into the project consistent with the Statement of Purpose for the Planned Development zoning district. The motion to recommend referral passed by voice vote/ other.

RECOMMEND APPROVAL

This project restores the masonry, windows and doors at Gates of Heaven (302 E Gorham St) which is a landmark and listed on the National Register of Historic Places. The scope includes cleaning and consolidation of the Madison sandstone, limited repairs to stone, cleaning of brick, repointing of stone and brick, rehabilitation of the wood sash, doors, and related trim, and installation of exterior storms on all windows. Cost estimate is $475,000.00
