Dec. 9 Virtual Neighborhood Meeting on Temporary Men's Shelter Location
Please join me, Alder Rummel and Alder Abbas for a virtual neighborhood meeting where we will have a discussion with City staff and the shelter operator about the temporary use of 200 N. First Street as an overnight shelter operation serving men experiencing homelessness.

Neighborhood Meeting for New Alcohol License on Dec. 7
On Monday, Dec. 7, 2020, at 6:00pm, there will be a virtual neighborhood meeting to discuss an application for a new Class B Liquor & Beer License at 708 1/4 E. Johnson Street, formerly the location of Forequarter. Michael Parks is opening Hone, a contemporary American restaurant with comfort food to-go and an elevated dining room experience. He proposes a liquor license for 7 days per week with hours from 5am to 4am with 50% of sales coming from food and 50% coming from alcohol with alcohol. Liquor could be served only when legally allowed, ending at bar time of 2am. Neighbors are invited to attend the virtual meeting via Zoom at the link below. Board of Public Works Consideration of E. Gorham Repaving Delayed
City Engineering staff has informed me that the 2021 Gorham Street resurfacing project is now scheduled to go to the Board of Public Works on Jan. 6, 2021, rather than in December. I'll be sure to post information about that meeting as it draws closer so that those who wish to give public comment can do so.
According to Engineering, the project team has also reviewed additional pedestrian improvement options and the proposed project now includes bumpouts at the intersections of Hamilton, Franklin, Blair, and Blount Streets, and improved crosswalk markings (continental crosswalks) at each of the non-signalized intersections, likely on the easterly side of the intersection. Plans also call for the installation of a Rectangular Rapid Flashing Beacon at the Blair St. crossing of Gorham. Many residents asked for addition calming features along the length of the project, which at this point are not included, so the Board of Public Works meeting may be an opportunity to ask for more. A new bike lane is also slated for the blocks between Baldwin and Brearly that will likely require a reduction and reconfiguration of street parking.

Why Reduce the Speed Limit E. Washington Avenue?
Recently, and as part of our implementation of Vision Zero, the City lowered the speed limits on large stretches of E. Washington, including a reduction from 35mph to 25mph between the square and Baldwin St. and from 35mph to 30mph between Baldwin and Marquette Streets. The goal of this speed reduction is part of the Vision Zero strategy: "Vision Zero is a data driven strategy intended to eliminate traffic deaths and severe injuries on city streets by 2030". Like on E. Wash, similar speed limit reductions are occurring elsewhere in the city, as well as stoplight re-timing and more visible crosswalks.
The speed limit reduction is not meant to directly address the noise, drag racing, and rude driving that has been so problematic, particularly since the Covid-19 pandemic has reduced traffic and made some streets more attractive to racers. Eventually, and once MPD and the other agencies have the capacity to devote more resources to traffic enforcement, the new speed limit should help with some with those problems. Vision Zero's implementation, however, is meant to lower deaths and serious injury at those intersections and those stretches of road at which they occur most. In the mid- to long-term and as a part of implementing Vision Zero, City Engineering and City Traffic Engineering will also be designing roads and installing infrastructure in ways that will reduce serious crashes, including those involving bicycles and pedestrians.
Certainly, lowering speeds is one of Vision Zero's approaches and there should eventually be additional benefits such as reducing racing and noise, but we'll have to be patient as education, enforcement, and infrastructure aline.
Annual Ranking of New Traffic Signal Locations
The Transportation Commission meeting on Wednesday, Dec. 9, at 5pm, will include the annual public hearing for the Traffic Signal Priority List (TSPL). The Commission will be discussing the preliminary list of new signal locations, but not finalizing them until their Feb. 10, 2021, meeting. The 2020 TSPL to date, and the Criteria for Traffic Signals document which briefly describes the conditions in which traffic signals are typically recommended, can be found here. This list includes some District 2 locations that score high in the rankings, e.g., N. Carroll and E. Gorham, Franklin and E. Johnson, and Butler and E. Gorham, but it appears for now that they may not see stoplights installed.
At this first meeting TC will discuss requests for traffic signals that were brought up throughout the last year, and intersections that staff and the committee recommend for further study. This meeting will provide an opportunity for the public to request intersections to be studied for installation of a traffic signal. TLNA Steering Committee for N. Few Proposal to Meet Dec. 10
The Tenney-Lapham Neighborhood Association steering committee for the proposed redevelopment at 12 N. Few St., currently the site of Scooter Therapy, will hold its first meeting the evening of Dec. 10, starting at 6:00pm. TLNA Development Chair Meghan Conlin and Andrew Horn will be leading the steering committee process. Contact Andrew andrewh989@gmail.com or Meghan mjconlin@gmail.com if you need information.
SEA Design proposes retention of the bulk of the Scooter Therapy building; demolition of a smaller and shorter section, and the construction a new building addition in the current parking lot area. Eight one-bedroom apartments would fill the second floor and with 8 garage spaces underneath that would be designed to promote live-work arrangements or be leased to a small business separately.
The biggest concern that neighbors have expressed so far is the relatively small amount of on-site parking and the potential impact on street parking on nearby streets. The steering committee will be discussing this and other observations with the developer starting at the Dec. 10 meeting.
