Slow Down Signs

TLNA Party in the Park Returns On June 6

 

From Tenney-Lapham Neighborhood Association: Party in the Park will take place on Sunday, June 6, from 4-7pm in Reynolds Park. Annually, this marks the start of summer, and creates a moment and space for gathering with friends and neighbors in a park in the heart of your neighborhood. Originally hosted by Cork 'n Bottle many years ago as a fundraiser for the local public elementary schools, we have carried that tradition forward and with gratitude for the big-hearted souls at CNB then and now. 

 

When you come to Reynolds Park on Sunday June 6, you can expect a low key gathering with fence decorating, participatory mural happenings, a place to name your wishes and dreams, and plenty of space to stretch out and play. While the county shifts their recommendations for our safety in the time of COVID, we will follow their guidance but will continue to NOT offer shared food and drink. Sadly, that means no beer on tap, no ice cream on scoop. Please bring your own. Our party permit allows for alcohol to be consumed in the park on the day of the Party, so stop by CNB on your way to the park.

 

NEW THIS YEAR: Beautiful yard signs designed by the legendary Kelly Maxwell are also available. The signs say "Slow Down", and are ostensibly for yard use to slow traffic as the city rolls out their new "Twenty is Plenty" on some streets in the Tenney Lapham neighborhood. These beautiful signs share a deeper message across the neighborhood, reminding us to take the time to slow down just as the world around us wants to speed back up. New CNI and DMI Event Series - First is June 8

CNI and DMI have partnered to bring you a new event series!

"Downtown Partnerships: Talking about Downtown with Friends, Neighbors, and Partners" is focused on bringing users of downtown Madison together to discuss quality of life challenges our community faces and identify opportunities and synergies as well as strategies for improvement. Events will be scheduled quarterly with a variety of panelists. Topics will reflect existing issues and concerns facing downtown Madison and highlight success stories regarding homelessness, mental health emergencies, safety, urban design, equity and inclusion, affordable housing, and sustainability and resiliency.

 

Please join friends, neighbors, and partners on June 8th, 7:00- 8:00 PM for the first discussion regarding homelessness in downtown Madison and mental illnesses in our community.

More Breese Stevens Concert Series Dates

Big Top Events will be at the Street Use Staff Commission this Wednesday morning to discuss their requests to partially or fully close some streets immediately adjacent the stadium at various times in association with several concert events this summer. Note that when the 900 block of E. Mifflin is closed to vehicular traffic for these events, bicycles will typically be allowed to use the bike boulevard.

Partial or full street closures are requested for portions of or all these dates/times:

  • Friday, July 2  to Saturday, July 3, 11:59pm (concert/fireworks - July 3)
  • Friday, Aug. 7, 8am - Saturday, Aug. 8, 11:39pm (concert - Aug. 8)
  • Wednesdays, July 7, 14, 21, 28, & Aug. 4, 11am-10pm

Town of Madison

 

City Preparing to Absorb Town of Madison

The City of Madison will absorb the Town of Madison Oct. 31, 2022. The communications team for the attachment process wants to hire community navigators to connect with Town of Madison residents, business owners and property owners, especially non-English speaking communities. The application to become a community navigator is now open. Learn more here. Information in Spanish can be found here.

Note that a small portion of the Town (see blue area in map above) is located adjacent to District 2 to the north of Sherman Terrace Condominiums, so we will be welcoming new neighbors from that area in 2022.

Face Masks

Reminder: The CDC Still Requires Masks on Public Transit

The Centers for Disease Control and Prevention (CDC) has issued an Order that requires all passengers to wear face masks on all forms of public transit, including on Metro Transit buses, and at transfer points and shelters. It is federal law that masks must be worn when boarding, disembarking, and for the duration of travel. The law remains in effect until September 13, 2021.

Zoning Changes

Changes to Zoning Code Pass Common Council

The set of proposed zoning code changes related to easing some Conditional Use Thresholds and facilitating some increased multi-unit housing densities passed at last Tuesday's Common Council meeting by an 11-9 vote. As a cosponsor of these changes, I was supportive and believe they have the potential to increase our much-needed supply of housing in what is referred to as the "Missing Middle" - new construction and additions for developments ranging from a few units up to several dozen.

While public comment at the Council meeting was mostly opposed to the changes, I did not receive a lot of input from District 2 residents. Some folks both in favor and opposed did contact with me with good input and I appreciated hearing such thoughtful points from all as this was a complex matter. As was discussed at length at the Council meeting, the changes are not expected to result in facilitating the building of affordable housing but will instead provide some opportunities to increase our very low housing supply in some multi-family zoning districts. They also could potentially slow the rapid increase in apartment rents, although the changes are not expected to provide enough new housing to decrease or even stabilize rents in our overheated housing market.

Many alders, including me, who supported these zoning code changes have stated that we must continue and greatly boost our many efforts to increase affordable living options for all residents. When more than 50% of residents are paying more for their homes than their incomes allow, we must find ways to boost our affordable housing fund; employ our new land banking policy to strategically take parcels off the market and build deeply affordable housing; grow the capabilities of community land trusts and other non-profit affordable housing developers; quickly open a permanent men's shelter for those experiencing homelessness; support other shelters and options for houseless folks, and provide incentives for home ownership for those who need it. Authorizing an amendment to loan term awarded in RES-21-00153 that committed about $1.2 million from the Affordable Housing Fund to support owner-occupied development to Madison Area Community Land Trust, Common Wealth Development and Wisconsin Partnership for Housing Development to ensure longer term affordability of property.

Fiscal Note
The proposed resolution authorizes amending the loan terms adopted by RES-21-00153 (File #63936) to allow for some of the funds originally awarded to be in the form of a forgivable loan in exchange for a 99 year Land Use Agreement to ensure future sales of the properties benefit low to moderate income households. There are no proposed changes to the level of funding originally awarded. No additional city appropriation is required.

From the Staff Report: Proposal Summary: The applicant proposes to reallocate space within the existing restaurant-tavern (Pasqual's Cantina) for a local marketplace (considered "food and related good sales" by the Zoning Administrator). No exterior changes to the building are proposed. 

Note: this item is expected to be on the meeting's consent agenda so would be approved with no discussion unless a member of the public registers to make public comment (see "Details" above to do so) or a commissioner wishes to remove the item from the consent agenda. Materials for the item can be found here that detail Pasqual's plan to convert their main dining area to a market while retaining their current bar area and outdoor patio configuration and function. There would no external changes to their historict building. I am supportive of their proposal and have heard no concerns.

Fiscal Note
The proposed resolution amends the Fire Department and Public Health Madison Dane County 2021 Operating Budgets to add 1.0 FTE Public Health Specialist in Public Health funded by the Madison Fire Department to Support the Community Alternative Response Emergency Services (CARES) Team. The estimated cost of the position in 2021 is $46,350 including benefits. The estimated annual cost is $92,700. Additional supplies and services related to the position are estimated to cost $9,300.
The 2021 Fire Department operating budget includes $250,000 for the CARES Team (previously referred to as the Crisis Response Team) that can be used as required based on the final model of the program. No additional appropriation is required.

June 2021 Superintendent's Report

RECOMMEND ACCEPTANCE OF THE REPORT

Note: The report can be found here and includes the items below. The bicycle parking racks that are mentioned will memorialize the late Richard Linster and will be paid for by donations from the many Tenney-Lapham neighbors and others who wanted to honor Linster's decades of community service.

Tenney Park

  • The bridge at Johnson Street will have its retaining walls rebuilt in the coming months.
  • The T. Wall Shelter is getting a new acoustic ceiling, which will solve the acoustic issues.
  • Parks and Facility Engineering continue to work on the design for the new beach shelter.
  • Tallgrass Restoration has an active contract to replace the native plantings along the lagoon shoreline that were damaged in the flood of 2018.
  • The basketball court will be replaced later this year or early next year.
  • Three bays of bicycle parking racks will be installed in the next few weeks, thanks to a kind donation by a park neighbor.
