District 2 Updates and Meetings of Interest

After being shut down due to the COVID-19 pandemic's impact, many city boards, committees, and commissions are meeting again, although some less frequently and some not at all. Meetings are online only with details listed on agendas below; all should have virtual public participation options.

Capitol Neighborhoods, Inc. held their first virtual Executive Committee meeting on April 28, a James Madison Park District development steering committee will meet online on May 7 (details below), and Tenney-Lapham Neighborhood Association's next virtual meeting is expected on May 14.

Stay healthy, stay home, stay in touch, and please practice physical distancing whenever outside your home, in the grocery story, in parks, on sidewalks, and on bike paths.

2. OTHER DISTRICT 2 UPDATES

 

 

May 4 & May 7: 400 Block E. Wash. Proposal@Landmarks and Steering Committee Meeting

 

The James Madison Park District steering committee that is reviewing the LZ Ventures redevelopment proposal for the north side of 400 block of E. Washington Ave will hold a virtual meeting using Zoom on Thursday, May 7, 7pm. The developer's application to the city can be found here. Proposed Demolitions at Landmarks Commission on May 4

The proposed demolitions of the existing homes and businesses on the redevelopment site will be reviewed by the Landmarks Commission at their May 4 meeting (see Landmarks agenda below in Meetings of Interest). Note that the Landmarks Commission is advisory on these proposed demolitions; the actual decision on the demolitions will later be made by Plan Commission. Input to Landmarks can be sent via email to the city's preservation planner (hbailey@cityofmadison.com) who can distribute them to commissioners prior to Monday's meeting. The proposal could be considered by the Urban Design Commission in late May with Plan Commission in June.

 

May 7: Public Information Meeting on Gorham St. Sanitary Sewer Project 

 

The public is invited to attend a virtual public information meeting focusing on sanitary sewer improvements for East Gorham St. The project spans East Gorham between North Butler and North Livingston Streets. The meeting will be held online at 5:30 p.m., May 7. It is being held virtually to support COVID-19 social distancing requirements. You must register in advance for the meeting in order to participate. Registration and more details available here.

Gates of Heaven Floor Replacement Project

 

Gates of Heaven at 302 E. Gorham St,, built in 1863 and the fourth oldest surviving synagogue building in the nation, will see some interior renovations later this year. Project funds are expected to be approved by resolution at Common Council's May 5 meeting (see agenda below). Included will be removal and replacement of the flooring at the main floor level and the application of floor finish to the new flooring and all remaining existing wood flooring at the balcony, stairs, and altar/bema platforms. The flooring on the first floor is not original; city staff believes it was replaced in the early 1970s when the synagogue was moved to James Madison Park. The proposed resolution approves plans and specifications and authorizes the Board of Public Works to advertise and receive bids for the project at an estimated cost of $93,000, including contingency. Funding for this project is already in the 2020 budget.

 

Sherman Avenue Car Traffic Expected To Be Limited Temporarily Due to COVID-19

 

Similar to East Mifflin St., the City is adding some of Sherman Avenue to its initiative to assist community members in having safe, healthy spaces for walking and biking during the COVID-19 Safer at Home order. In the coming days, much of Sherman west of the Yahara River will become a "shared street". This signed street closure will widen the distance for pedestrians and bikers to safely travel with enough social distancing. The exact blocks involved and start date are still being finalized. People with destinations along Sherman Ave. such as residents, delivery providers, emergency service personnel and City services will continue to have vehicle access, as will the #2 Metro bus. Street parking should not be impacted.

 

Salvation Army Redevelopment Does Not Receive WHEDA Tax Credits

 

The Wisconsin Housing and Economic Development Authority (WHEDA) has released the results of its annual competition for Low Income Housing Tax Credits. Six projects in Madison were awarded credits, but the Salvation Army's apartment building slated for the 600 block of E. Mifflin Street was not awarded the $702,000 they were seeking. According to the Salvation Army, the planned redevelopment of their overnight shelter for women and families will continue while the apartment building may be delayed until after they reapply for next year's WHEDA funding. More details in this article from the Wisconsin State Journal. The shelter component of the redevelopment is tentatively expected to break ground in the spring of 2021.

 

Another Reynolds Park Temporary Alcohol Ban

 

On May 2, a temporary 90-day ban on alcohol in Reynolds Park will go into effect. Due to city committee schedules being impacted by COVID-19, the earlier request for a permanent ban won't be enacted until mid-summer. The permanent ban was requested by many nearby neighbors, TLNA Council, and by me after last year's surge in illegal behaviors associated with alcohol consumption in the park. There also have been additional recent reports. These recent reports, combined with the delay in implementing the permanent ban, prompted me to ask for another temporary ban to fill the gap.

The permanent ban is expected to get through the city process within 90 days from May 2. Park rangers have already started the usual "educational period" for the new temporary ban, signs were already up from the previous temporary ban, and full enforcement should start next week. Note that like most other city parks, alcohol permits for special events in Reynolds Park can still be applied for through the Parks Division.

Yahara Watershed Study Up for Funding Approval

 

Another proposed resolution expected to be approved at the May 5 Common Council meeting will authorize the City to enter into an agreement with Tetra Tech, Inc. for engineering services for the East Isthmus and Yahara River Watershed Study, at a total estimated cost of $164,523. Funding is provided in the 2020 Adopted Stormwater Utility Project funds. See Common Council agenda below for more details.

 

This study is the first of a two-phase watershed study. Phase I is primarily a data-taking and modeling effort with Phase II focusing on developing/evaluating mitigation options. Phase II could start in mid-2021, depending on funding availability. A detailed map of the study area can be found here. 

 

 

126 Langdon St. Redevelopment Proposal at Plan Commission on May 18

 

The proposed apartment building at 126 Langdon St. will be considered at the Plan Commission's May 18 virtual meeting. The developer, Core Spaces, has made some design modifications in response to UDC and neighbor input. That latest proposal version can be found here. The neighborhood steering committee, organized by the Mansion Hill District of Capitol Neighborhoods, Inc., has contacted committee members asking for additional input. Steering committee chair Bob Klebba (bob.klebba@gmail.com) is gathering all input for presentation to Plan Commission. You can also email me with your comments.

 

 

Complete the 2020 Census Now!

 

As of April 30, here is how we are doing in comparison to other states, counties and cities in terms of completing the 2020 census:

 

- Wisconsin is ranked #2 with the second-most completed census forms at 63.5% (Minnesota is #1).

- Dane County is ranked #17 of Wisconsin counties at 69.8%.

- Madison is ranked #268 of Wisconsin cities at 66.9%: not good!

- District 2 completion rates are consistently lower than the city average, as low as 36.5% in the Langdon Street area. A map of Madison completion rates is here.

We can do better! Census data determines how more than $675 billion in federal funds are distributed to communities across the country for healthcare, affordable housing, childcare, education, transportation, and more. That's over $2,000 per person for Madison and Dane County every year. The census can be filled out online at my2020census.gov, by phone, or by mail.

East Dayton Street Reconstruction Project in August

 

City Engineering is estimating an August start for a project to reconstruct the two blocks of E. Dayton Street between N. Blair and N. Livingston Streets. This project includes asphalt pavement resurfacing, spot repairs of curb and gutter, sidewalk, and driveway aprons and utility replacements of storm sewer, sanitary sewer, and water main facilities.

A virtual public information meeting has yet to be scheduled to discuss the project and the assessments to property owners that come with these reconstructions. Property owners will receive postcard notification of the public information meeting, but the date will also be publicized in my updates. Greater East Towne and Odana Area Plans

 

The City of Madison Planning Division is continuing digital engagement for the Greater East Towne and Odana Area Plan with a series of virtual lunch and learn and evening engagements.  This follows up on Mall Madness PDF , a tournament style bracket used to better understand the public's thoughts and preferences PDF  about how these areas could transform in the coming years.

The weekly series of virtual brown bags and evening engagements will discuss different aspect of plan development. For this week:

Fiscal Note

This resolution implements a provision included in 2019 Wisconsin Act 185, that authorizes municipalities, with approval of the county, to waive interest and penalties for late payment of property tax installments due on or after April 1, 2020, through October 1, 2020.  Interest and penalties accrue after October 1, 2020 on unpaid amounts. Over the past three years, the City has received an average of $167,900, in interest and penalties from the May 31st installment payment.

Under the property tax collection process defined in state law, counties pay municipalities the amount of unpaid property taxes (the "tax settlement" process) after a certain date (for Madison, because it offers installment payments, the last day that the city can collect property taxes is July 31st).  The tax settlement payment date from the county is August 20th.  The state law provision that authorizes the waiver of interest and penalties also authorizes counties that utilize the waiver option to delay the tax settlement payment date from August 20th to September 20th. 

In 2019 (2018 taxes due / paid in 2019), $3.7 million of unpaid property tax bills was turned over to the county on July 31st.  Of that amount, $1.5 million was due to the city and the remaining $2.2 million was due to the other taxing jurisdictions (i.e., school districts and MATC).  However, the remaining property taxes due between now and July 31 total over $100 million.  It is unknown to what extent the effect of the current economic conditions and waiver of interest and penalties will have on amounts paid to the city by July 31, 2020, and the unpaid amounts that will be turned over to the county and then paid to the city through the tax settlement process.  The provisions of Act 185 that allow delay of the county tax settlement to September 20th, could have cash flow implications for the city.  Projected city cash balances are anticipated to be sufficient to absorb this delay.

Fiscal Note
The proposed changes to Chapter 37 are not expected to have a direct fiscal impact on the City. Several of the regulatory changes will result in increased compliance costs for private sector entities associated with new development. The proposed regulatory changes may also result in increased staff time for review and approval of the new requirements, but this staff time would be recovered through charges for review to developers. No appropriation is required.
