Some Nov. 3 District 2 Polling Places on the Move

The City Clerk's Office tells me that due to concerns about COVID-19 and other factors, Wards 46, 47, and 48 will not be voting in their usual locations on Nov. 3. Wards 44 (Tenney Park Shelter) and Ward 45 (Lapham School) voting locations will not change. Here are the location changes:

• Ward 46 (Gates of Heaven) moves to Wisconsin Masonic Center, 301 Wisconsin Ave
• Ward 47 (Lowell Center) moves to Hillel at UW, 611 Langdon St.
• Ward 48 (Lowell Center) moves to Below Alumni Center, 650 N Lake St.

Note that in the April Primary Election, Wards 47 and 48 voted at the Pyle Center, but the Clerk's Office will be splitting those to two different locations to reduce the number of voters who will be in the facility at one time in order to promote physical distancing. Campus wards tend to have a lot of in-person voting and election day registrations. The Clerk will be sending postcards to all voters in these wards, and every registered voter in Madison whose polling place has changed since April. If you are unsure of your Ward, visit myvote.wi.gov.

JMP Neighborhood Steering Committee For Proposed Redevelopment on 400 Block E. Wash. Meeting Oct. 15

The James Madison Park District steering committee that will be evaluating the new LZ Ventures proposal for the 400 block of E. Washington Ave. will be meeting virtually on Thursday, Oct. 15 at 6:30pm. Please email me at district2@cityofmadison.com if you'd like to participate.

As before, this proposal includes demolition of the Klinke Cleaners building, 3 multi-flat houses, and 2 single-story commercial buildings, all between 402 and 414 E. Washington, as well as multi-flats at 9 N. Hancock, 8 N. Franklin, and 12 Franklin Streets. The developer now proposes a 9-story (rather than 10-story) market rate 148-unit apartment building on E. Wash dropping to 6 stories in the rear along Hancock with 5 stories along Franklin. Several levels of parking would be underneath. One commercial space is planned at the corner of E. Washington and N. Franklin. Project plans and other materials can be found here.

 

The proposal is expected to be before the Urban Design Commission on Nov. 4 and Plan Commission on Nov. 9,. The developer will be seeking one bonus floor along E. Washington (down from two) and, as before, various conditional use permits. Compliance with Urban Design District 4 guidelines will also be considered.

 

More Gun Violence in District 2

 

According to MPD, on the evening of Thursday, Oct. 8, gunfire was reported in the Sherman Terrace area. There were no initial reports of anyone being shot, and no property damage was observed - more details available here.

 

As I mentioned after the September gunfire exchanged between two cars near Lapham School, the recent incidents of gun violence in Madison are frightening and worrisome for us all. If you must own guns, I encourage you to keep them under lock and key in locations that burglars cannot find. Do not keep guns in vehicles that are themselves subject to theft. Crime rates and gun violence are highly correlated with times of economic stress, so I also encourage you to support efforts that can increase opportunities for the disenfranchised and disadvantaged. There are ongoing efforts by members of the Black community and others to connect with what are thought to be the primarily younger perpetrators of these incidents who are generally not thought not to be members of traditional gangs. Let's hope these efforts are successful.

 

2021 City Budgeting Process Continues

The Mayor released her Executive Operating Budget on Oct. 6. Common Council's consideration of the 2021 Executive Operating Budget will start at the Finance Committee meetings of Oct. 12 and 13 with Finance Committee amendments to the Operating Budget offered on Oct. 26. The Operating Budget will be finalized on Nov. 10 and 11 at the same meetings as the Capital Budget. Both the Capital and Operating Budgets for each city department throughout the budgeting process can be accessed here. Tenney Shelter Acoustic Ceiling Project Starting After Election Day

So as not to interfere with Ward 44 voting on Nov. 3, a project to install an acoustical plaster ceiling system at the Tenney Park Pavilion will begin on about Nov. 5. The system will reduce the substantial echoing noise inside the shelter that often make it difficult to hear even at small events. Metropolitan Planning Organization Rebrands as Greater Madison MPO

 

The Greater Madison Metropolitan Planning Organization (MPO) is the policy body responsible for cooperative, comprehensive regional transportation planning and decision making for the Madison Metropolitan Planning Area. As a member of the recently rebranded Greater Madison MPO, I encourage you read their latest newsletter. and visit the MPO's website.

 

The primary responsibilities of the MPO include:

1. Carrying out cooperative, continuous, and comprehensive planning processes for making transportation investment decisions in the metropolitan area with program oversight from the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the Wisconsin Department of Transportation (WisDOT).

2. Preparing and maintaining a long-range multi-modal transportation plan. Regional Transportation Plan 2050

3. Preparing a transportation improvement program to provide for transportation investments to meet metropolitan transportation needs. Transportation Improvement Program

These responsibilities may sound technical and even uninteresting, but the MPO has the power to shape our area's future transportation system for vehicles, bicycles, and pedestrians, and to shape the future of mass transit. Accomplishing those tasks while addressing sustainability and our climate crisis requires balancing the needs and influence of many stakeholders, so I urge you to learn about the MPO's work.

 

 

City of Madison Issues Plea for All to Complete the Census Despite Confusion

The deadline for completion of the 2020 Census count has again been extended to October 31, so please fill out census ASAP and encourage others to do the same. More info here, but go online at my2020census.gov  or call 844-330-2020 to complete the Census.

 

Reminder: New Tourist Rooming House Rules Now in Effect

 

The new rules governing tourist rental housing (AKA Airbnbs, etc) went into effect Oct. 1. As of this past spring, a City Zoning Tourist Rooming House Permit (ZTRHP) is required in addition to the Public Health TRH license. The implementation date was pushed out to allow time to acquire that permit. As of 10/1/20, all TRH operators are required to have obtained a valid Zoning Tourist Rooming House Permit (ZTRHP) and that permit number must be displayed in all advertisements. Operators must first possess a Public Health TRH license before applying for the ZTRHP permit. The TRH must be the primary residence of all hosts and cohosts listed in any ad postings. Oct. 28 Neighborhood Meeting for N. Few Street Redevelopment Proposal

A new redevelopment proposal is being explored by SEA Design for the current site of Scooter Therapy at 12 N. Few St. I am hosting a virtual neighborhood meeting on Wednesday, Oct. 28, 7pm, to hear from the developer about their proposal. After Oct. 28, TLNA is likely to form a steering committee to work with the developer and evaluate the proposal. The developer has not submitted any materials to the city, so their schedule and full design is unknown at this time. If you'd like to attend the Oct. 28 virtual meeting, register here.

 

The developer is proposing to retain the bulk of the Scooter Therapy building and demolish a smaller and shorter section on the N. Few Street side. The owner proposes to construct a new building addition in the current parking lot area. Eight one-bedroom apartments would fill the second floor. The first floor would contain 8 garages, one for each apartment, and would be designed to promote live-work arrangements for those tenants who might choose to have a small business that could operate directly below their residence.  Alternatively, the first-floor spaces could perhaps be leased to a small business separately. The layout and provisions for driveway access for the 8 garages is to-be-determined.

Note: This item includes a $500k award ($800k was requested) to The Shield, the Salvation Army's already approved apartment building that is expected to be constructed along E. Mifflin at N.
