Temporary Homeless Shelter for Men to Relocate to Vacated Fleet Services Building

 

This week the City announced the temporary use of the future Public Market facility, the Fleet Services Building, to provide overnight shelter to men experiencing homelessness this coming winter. The City shared the following timeline with the Madison Public Market Foundation:

 

December 2020: Close current shelter at Warner Park and open temporary shelter at the Fleet Building
October 2021: Open permanent shelter in new location and vacate Fleet Building
November 2021: Begin construction on the Public Market at the Fleet Building

Following this timeline, there should be no delay for the Public Market project. A Wisconsin State Journal article on the temporary plan is here. The City's Community Development Division has indicated that a community meeting will be held in the near future to discuss the plans and to address questions. I'll be sure to publicize any meetings once scheduled.

Active Enforcement of Peak Hour Lane Restrictions Resume Regular Enforcement Schedule

On Monday, Nov. 16, active enforcement of peak hour parking regulations will return to normal. Citations will resume for these restrictions. Though the restrictions were never officially lifted, leniency was given due to lower peak hour traffic rates since March. Note that in District 2, the peak hour lane along E. Johnson Street west of N. Blair is included in this enforcement area. Also note that Residential Permit Parking and 1-hr & 2-hr non-metered restrictions remain temporarily suspended for the time being. Details and more information here.

2021 Capital and Operating Budgets Approved

The 2021 Capital and Operating Budgets were finalized by Common Council at our Nov. 11 meeting. Council heard 5.5 hours of Public Comment on the 10th and spent the evening of the 11th deliberating and voting on all proposed budget amendments, as well as finalizing the budgets.

 

The 12 Capital Budget amendments and the 25 Operating Budget amendments considered earlier by Finance Committee and their disposition can be found here and here, respectively. The additional amendments to both budgets that were considered by Common Council on Nov. 11 and their disposition are below:

There were many difficult decisions to make when considering these amendments, both in terms of our fiduciary responsibilities and our desires to respond to residents' demands and requests. I appreciate that so many District 2 residents contacted me with input, particularly on matters related to racial equity and policing. Alders sometimes receive hundreds of email on a single day, so I do not always have the ability to respond if I know you live in District 2, but if you desired a response and did not receive one, please let me know.

As always, you can find full budget information here; the results of this week's considerations will eventually be posted there.

 

400 Block E. Washington Proposal Approved by Plan Commission 

LZ Ventures' proposal for the 400 block of E. Washington was approved by Plan Commission at our Nov. 9 meeting on a 7-1 vote. Like when discussing the previous proposal version that was not approved by Plan Commission in July by a one-vote margin, commissioners struggled with the requested conditional use and demolition requests, but the majority eventually decided that the reduced height of the new proposal on two sides and other smaller changes were enough to merit approval.

 

It was a very difficult decision for me to change my vote from opposing the earlier version in July to supporting the revised proposal, but I felt that the changes to the proposal reduced enough of the negative impacts on the James Madison Park neighborhood to allow it to meet the standards of approval that Plan Commission must follow. That said, the disconnect remains apparent between the desires of many neighbors (affordable housing, a shorter building) and the vision laid out in the Downtown Plan, the City's Comprehensive Plan, and zoning, but Plan Commission's standards of approval focus a great deal on a proposal's alignment with the city's plans. District 6 Alder Marshal Rummel was the lone no vote; I greatly respect her concern for the demolition of the buildings on the site and the negative impacts on the neighborhood.

 

Despite voting for this proposal, I do share the concerns of many neighbors about the potential for additional development activity that could endanger the JMP neighborhood's character and relative affordability. There are several different approaches that I believe have potential to provide some protection and I will be researching those options in the near future. One encouraging outcome of this process is that James Madison Park neighbors fully engaged in the steering committee and scores of residents were activated for the first time on a neighborhood issue. I believe that will continue.

 

 

Water Main Flushing Begins Monday, Nov. 16th, in Tenney-Lapham

Beginning this Monday, the Madison Water Utility will be conducting daytime water main flushing in District 2 between of N. Blair Street and the Yahara River (the Tenney-Lapham Neighborhood). Shared Streets Survey Open Until December 1

 

City Traffic Engineering will be using the winter to evaluate the Shared Streets Program to determine how to best move forward in 2021. The City is reaching out to the public to help gather information on the current program, so residents are encouraged to complete the Shared Streets Survey by December 1. The program included limiting non-residential motor vehicle access to streets such as Sherman Ave. and E. Mifflin to open the them to physically distanced walking and biking during COVID-19. More information on the suspension of Share Streets for the winter is here.

 

Reminder: Back-to-Back Neighborhood Meetings on Monday, Nov. 16

 

** Meeting 1: Nov. 16, 5:30pm - 2021 Gorham Resurfacing Project **

 

The City is planning to resurface the Gorham pavement in 2021 from Baldwin to Butler Streets. In most locations, this will involve a mill and overlay of the pavement surface and replacement of the pavement markings. The City is also proposing to install bumpouts at the pedestrian crossings nearest James Madison Park. The blocks between Brearly and Baldwin Streets are more narrow than the other blocks of Gorham, so there are currently no bike lanes on these blocks. Staff are currently reviewing options for how to continue the bike lane on Gorham to Baldwin.

Please join Madison Metro for a virtual neighborhood meeting where we will hear about the planned first phase of the Bus Rapid Transit system here in Madison - and in particular, some possible changes to East Washington Ave. The meeting will be held on Monday, Nov. 16, 6:30 p.m. City Department of Transportation officials will update participants on the progress of the BRT project.

Modifications to the East Washington Ave. corridor will be presented. For example, the project is considering the creation of bus-only lanes running down the center of the roadway, as opposed to the curb side of the street, to preserve parking and bike lanes for a portion of the day. Center-running bus lanes have several advantages, such as allowing on-street parking to remain during most hours of the day, allowing for better bicycle accommodations and fostering an improved pedestrian environment. The creation center-running bus lanes would also potentially restrict left turns by autos at up to 5 intersections on East Washington.

TLNA Steering Committee for N. Few Proposal to Meet Dec. 10

 

The Tenney-Lapham Neighborhood Association steering committee for the proposed redevelopment at 12 N. Few St., currently the site of Scooter Therapy, will hold its first meeting the evening of Dec. 10. The meeting start time is TBD, but I'll be sure to let you know once that is established. TLNA Development Chair Meghan Conlin and Andrew Horn will be leading the steering committee process. SEA Design proposes retention of the bulk of the Scooter Therapy building; demolition of a smaller and shorter section, and the construction a new building addition in the current parking lot area. Eight one-bedroom apartments would fill the second floor and with 8 garage spaces underneath that would be designed to promote live-work arrangements or be leased to a small business separately.

The biggest concern that neighbors have expressed so far is the relatively small amount of on-site parking and the potential impact on street parking on nearby streets. The steering committee will be discussing this and other observations with the developer starting at the Dec. 10 meeting.

Washington where they are redeveloping a family and women's shelter in addition to a new affordable housing apartment building. It is not yet clear how long the Karmenta site will be used for these purposes should the site be leased and subsequently subleased to the Salvation Army or if the site will be purchased.

Fiscal Note

The substitute amendment authorizes Engineering to issue an RFP to hire an architectural/engineering firm to prepare plans for renovation/conversion or construction of a Men's Shelter.  The resolution anticipates adoption of an amendment to the 2021 executive capital budget by the Common Council to create a Men's Shelter capital project funded with $3 million GO borrowing. Dane County has proposed including $3 million in its 2021 capital budget for a Men's Shelter project, in partnership with the city.

Fiscal Note
The 2020 Adopted Operating Budget included increasing Public Health's licensed establishment fees by 17%. A portion of this revenue was intended to fund two newly created positions (1.0 Sanitarian and 1.0 Supervisor). Due to the COVID pandemic and related mandates, many licensed establishments were closed temporarily and the fee increase was suspended due to the financial impacts of COVID on these establishments. As a result, filling the two positions was also put on hold.
The 2021 Executive Budget includes revenue that assumes the 17% fee increase along with maintaining funding for the newly created positions. An amendment was adopted during the Finance Committee deliberations to remove the positions and to reduce budgeted revenue from this fee to be in line with the current rates. This legislation codifies the lower fees in the City's ordinances.
Licensed Establishments is a revenue based service within Public Health, meaning that any excess of revenue over expenses for this service at yearend is restricted for use within the Licensed Establishment service. At the end of 2019, the restricted fund balance was $466,775. It is anticipated that $335,000 will be added in 2020.
There is no impact on the City General Fund appropriation with this change.

Fiscal Note
The proposed resolution authorizes the 2021 contract between the City of Madison and the Overture Center. The 2021 budget adopted by the Common Council in November 2020, includes $1,500,000 as the City's subsidy to support Overture operations, a $300,000 increase from the $1.2 million subsidy provided in 2020. The original 2020 subsidy amount of $2,095,000, approved in November 2019 was reduced to $1.2 million in July 2020, due to the impact of the economic effects of the global pandemic on room tax collections in 2020. The City's contribution is authorized by the Room Tax Commission and fully funded through the Room Tax Fund.

DRAFTER'S ANALYSIS:  This proposal makes additions to the Schedule of Rent Impairing Violations contained in Sec. 32.04(4) of the Madison General Ordinances.  Under this proposal, a tenant may abate rent for uncorrected violations for failure to abate lead paint on the exterior and in the interior of a rental unit.  Failure to correct a health nuisance caused by mold on interior surfaces and failure to install carbon monoxide detectors is made subject to abatement.  Finally, the maximum total abatement authorized under this ordinance is increased to 100% where the premises have been vacated pursuant to an order of the Director of the Building Inspection Division
