Koster St - N Rusk Ave Reconstruction

Project Update:
The Town of Madison approved the portion of the proposed roadway work located in Town of Madison right-of-way on April 17th.   One condition of the Town’s approval was that construction of the project not begin until 2019 to give residents and property owners more time to prepare for the project.  City Engineering will host another Public Information Meeting in June of 2018 to present revised plans that address comments received since the first Public Meeting that was held on Feb 8, 2018.   After holding the second public meeting, City Engineering will finalize plans with an estimated schedule for construction beginning in the spring of 2019.

Project Summary
The proposed project will reconstruct Koster Street from Bram Street to North Rusk Avenue and North Rusk Street from Koster Street to Nygard Street.  The streets will be reconstructed to an urban section with curb and gutter on each side of the street and sidewalk on one side of the street.  The street widths are proposed to be 32 feet from face of curb to face of curb.  The storm sewer and sanitary sewer systems will be replaced and upgraded with the project. Upgrades to the underground City utilities including the sanitary sewer, water main and storm sewer systems will also be included with the project.  The existing sanitary sewer main will be replaced with a new 8” PVC pipe and the sanitary laterals will be replaced from the new main to the property line for each house.  The storm sewer system will also be upgraded with the project.  New concrete pipe will be installed to provide increased capacity and better storm water drainage for the new streets.  The new storm sewer system will direct a portion of the storm water runoff to the existing pond in Lyckberg Park.

Public Information Meeting
The City of Madison will host a second public involvement meeting regarding the proposed reconstruction of Koster Street and North Rusk Avenue.  The meeting will be held at the Village on Park Community Room, 2300 South Park Street, on August 22 from 6:00 to 8:00 p.m. The purpose of the meeting is to present revised plans for the proposed reconstruction of Koster Street and North Rusk Avenue in 2019.  The plans have been revised based on comments received from the public and from Town of Madison officials and based on coordination with Dane County and the Alliant Energy Center to construct storm water management improvements to help mitigate flooding in the project area.
