The plans and geometrics for the reconstruction of Harvey Street from Ridge Street to Schmitt Place & Schmitt Place From University Avenue to Harvey Street were approved by the Board of Public Works on March 22, 2023. Due to construction conflicts with the University Avenue project and the redevelopment on Schmitt Place the project start date has been delayed until the spring of 2024.
Project Overview
The City Plans to reconstruction Schmidt Place from University Avenue to Harvey Street and Harvey Street from Ridge Street to Schmitt Place. The project will include new asphalt pavement, curb and gutter, driveway aprons and new sidewalk. The project will also include the replacement of the underground utilities which will replace aging sanitary sewer & water main and make storm sewer improvements. New 5-ft sidewalk is proposed on the north-side of Harvey Street from Ridge Street to N Blackhawk Avenue with varying grass terrace widths between the sidewalk and the street to preserve as many existing terrace trees as possible.
Project Limits
Harvey Street: Ridge Street to Schmitt Place Street reconstruction with underground utility replacement and storm sewer upgrades.
Schmitt Place from University Avenue to Harvey Street reconstruction with underground utility replacement and storm sewer upgrades.
Harvey Street: Schmitt Place to Blackhawk Avenue new 5-ft sidewalk installed on the north side of the street.

Bid Advertisement: Spring 2024
Start of Construction: Spring 2024
End of Construction: Summer 2024
