1. DISTRICT 2 UPDATES

In-person absentee voting has started for the August partisan primary! You can find the list of in-person absentee voting locations and hours here.
Did the candidate you voted for on your absentee ballot drop out and you want to vote for someone else? You can, by asking the Clerk to "spoil" your ballot. Read more about how to do that, the (fast-approaching!) deadlines, and the rules here.

Monkeypox Vaccine Clinic: With expanded eligibility guidance from Wisconsin Department of Health Services, Public Health Madison Dane County is opening a monkeypox vaccination clinic. The clinic will open with limited hours on weekdays, by appointment only, starting on Monday, Aug. 1. Learn more about the updated eligibility and how to make an appointment here. Monkeypox does not spread easily from person to person, and the virus is spreading mostly through close, intimate contact with someone who has monkeypox.

The Resource Recovery Special Charge will begin showing up on your Municipal Services Bill starting in August. Everyone who receives City of Madison recycling collection will receive this bill. 100 Black Men of Madison 27th Annual Back to School Celebration - Saturday August 13th, 8am-11am, Goodman South Campus of Madison College (2429 S Perry St) - All Dane County elementary and middle school students of limited income families and their parents are invited to participate in this drive-thru event. Elementary and middle school students accompanied by their parents will receive a new backpack full of school supplies until materials are exhausted. Given current health concerns, all students and parents are asked to remain in their cars, and please wear a mask while interacting with staff and volunteers. Questions? The developers, Reese Fisher and Blake Fisher, propose to demolish the three existing apartment houses that are currently located on these properties; one lot is vacant. They also propose a new four-story building with 32 market rate apartments comprised of studios, 1-bedroom, and 2-bedroom units that will include a rear roof terrace as a resident amenity space. A below grade level will provide 24 parking spaces for vehicles, 3 spaces for mopeds, and 35 spaces for bicycles.

The developers also propose to convert the four existing properties into a single lot and seeks a rezoning from Downtown Residential 1 to Downtown Residential 2. One consequence of this proposed rezoning would be that the building's width would have no maximum, unlike the current DR1 zoning's maximum width of 60 feet. The rezoning will need approval by the Plan Commission and Common Council with the requested Conditional Uses needing only Plan Commission approval.

Proposed New City Planning Framework at Common Council on Tuesday

On Tuesday, Aug. 2, Common Council will be considering a resolution that will empower city staff to implement a proposed Planning Framework - a new method for conducting and updating neighborhood and area plans. Details and participation options for Tuesday's meeting are in "City Meetings of Interest" below.

As a cosponsor of the resolution supporting these proposed changes to the city's planning process, I believe it will simplify and standardize the City's sub-area planning and make it more equitable. The Planning Division proposes to focus on 12 higher-level "Area Plans" covering the entire City. These will be updated every 10 years, and be considered the guiding plan for future land use and infrastructure investment.

The City currently has nearly 70 adopted sub-area plans with a wide variety of content, all of which will be considered as a new Area Plan is created. Each Area Plan process will provide an opportunity to consider older sub-area plans for potential retirement, as outlined on page 126 of the Comprehensive Plan.

Metro Bus Network Redesign - What's Next?

Equity Analysis
Now that a Network Redesign has been approved, the plan is now undergoing a Title VI equity analysis. Changes will be made if any disparate impacts are identified to any protected group.

Maps/Schedules
Staff are now assembling draft maps and schedules, and other related materials. This process cannot be completed until after the Title VI equity analysis is complete, so finalized schedules will not be available for a number of months.

Service Change Timeline

No Service Changes in August (2022) - There will be no service changes next month.
June (2023) - New redesigned service is planned to go into effect.
August (2023) - Service will be changed/tweaked based on any issues that might be discovered with the soft service roll out in June.
2024 - BRT stations and articulated buses will start to go online and worked into the system

The recommendation is to strike the sentence in (e) Sign: "An applicant failing to post or maintain a sign in a manner consistent with the requirements of this Subdivision shall be subject to a forfeiture of not less than one hundred dollars ($100) nor more than two hundred dollars ($200) per day."

Note: This item requires that applicants for alcohol licenses must contact the district alder within a week of filing an application and that a sign be posted at the premises at least two weeks before the scheduled ALRC consideration. Currently, the district alder contact is required at least one week before the scheduled ALRC consideration, so this change will allow more time for the alder and applicant to discuss the application and organize any neighborhood meeting that the alder can recommend.
