Pedicab Requirements
Definition
A Pedicab may be propelled solely by human power or by human power assisted by a motor of no greater than 750 watts operating as a Class 1 low-speed electric bicycle, as defined in Wisconsin Statute 340.01(15ph)(a). Class 1 electric bicycles have a maximum pedal-assisted speed of 20 miles per hour and do not have a throttle.
Equipment Standards
Tires
Tires shall be of a size appropriate for the pedicab or pedal car with no mismatched tires per the design of the vehicle.
Operational horn
The vehicle shall be equipped with a fully operational horn or bell.
Brakes
The vehicle shall be equipped with a front and rear braking system capable of being manipulated by the driver from the driver's normal position of operation and capable of causing the vehicle with a loaded passenger compartment to come to a complete stop in a linear path of motion when each wheel of the vehicle is in contact with the ground on dry, level clean pavement. The braking system controlling the rear wheels shall be hydraulic or mechanical disc or drum brakes, which are unaffected by rain or wet conditions.
Headlights, taillights, mirrors, turn signals and other requirements
Every pedicab or pedal car shall be equipped with:
A headlight capable of projecting a beam of white light for a distance at a minimum of 300 feet which shall be clearly visible during darkness and must be illuminated at all times during darkness.
A side mounted mirror or a wide-angle rear view mirror affixed to the vehicle to reflect to the driver a view of the street for a distance of at least two hundred (200) feet from the rear of the vehicle.
A red taillight and brake light affixed to the rear of the vehicle which must be visible for a distance of at least 500 feet from the rear of the vehicle and must be illuminated at all times during darkness.
Turn signals must be affixed to the front and rear of the vehicle.
Pedicabs shall have reflectors on each pedal, the front of the pedicab frame and mounted on the spokes of each wheel. All vehicles shall have a red reflector mounted on each side to the rear of each vehicle, at least one inch from the outer edge and centered
Permanent Markings
Exterior Markings
The vehicle shall have conspicuous, permanent markings that include the Company Name, Permit Number/Tag, Company Number, Service Type, and Rates of Fare.
Interior Markings
The vehicle shall have permanent interior markings that are posted to be readable by all passengers at all times and include the Permit card (holder) and Driver card (holder).
