3. OTHER DISTRICT 2 UPDATES

 

 

Hub II Proposal at July 27 Plan Commission Meeting

 

Plan Commission will again consider the proposal by Core Spaces for an apartment building at 126 Langdon St. with 107 units, 373 beds, and 20 parking stalls on Monday, July 27. In May, the Plan Commission effectively approved the two additional stories that the developer is seeking for the rear section of the building, but delayed full approval until after they obtain more advisory input from the Urban Design Commission about the building's front massing and facade, as well as about circulation concerns (pedestrian, moped, delivery vehicles, etc).

 

UDC took up the proposal and Plan Commission's requests at their July 1 meeting. The UDC's input included their general preference for an earlier version of the front facade architecture and a lengthy discussion of the circulation concerns. The latest proposal plans, the neighborhood steering committee report, the city staff report, and materials submitted to the UDC are housed here. Plan Commission materials are available here. Per UDC's recommendation, the development team has reverted to a February front facade version. UDC did not recommend that the Plan Commission approve the site circulation as proposed and requested that the applicant provide better guest and resident bicycle, moped, and vehicle parking, as well as a better design to accommodate their pick-up and drop-off (delivery vehicles).

Core Spaces is requesting approval of a demolition permit and the following conditional uses:

1) A multi-family dwelling with more than eight (8) dwelling units;

2) Outdoor Recreation (rooftop hot tub and amenity space); and

3) Two additional stories in Area F of the "Additional Heights Area Map" in MGO §28.071(b), all to allow construction of a seven-story, 107-unit apartment building in the Downtown Residential – 2 (DR-2) Zoning District.

Low Response Rate in District 2 for 2020 Census

 

Due to the impact of COVID-19, the deadline for filling out the 2020 Census has been extended to Oct. 31. That is a good thing for District 2 because we are lagging compared to most of Madison. Check out this map and website to see how we need our response rate to go up.

 

College Students Can Use Madison Residency For the Census

Census Bureau officials say students living away from home should be counted at their on-campus or off-campus college address, even if coronavirus has temporarily sent them to stay with their parents or elsewhere. Where you lived on Census Day, April 1, 2020, is what counts, so if you had a dorm room or apartment in Madison on Census Day, even though you may have temporarily been staying elsewhere, your census residence is Madison. 

 

Fill out the census over the phone, by mail or online at my2020census.gov.

 

The Beacon Virtual Community Meeting on July 29

 

The homeless day resource center at 615 E. Washington is hosting their second community meeting of the year on July 29th from 6:00 – 8:00 pm via Zoom. According to The Beacon, their staff will be providing a Beacon COVID-19 update, discussing community engagement, and address any concerns that are presented.

How to Have a Fast & Safe Move Out: Madison Moving Days

 

From Streets and Recycling Division:

On August 14th and 15th leases for most downtown area apartments end. That means thousands of residents will be moving all at the same time. Every year, the August move out generates over 1 million pounds of material into the landfill. We can do better. Before you landfill it, donate it, or sell it online, or best yet, move it with you. Watch this video for more information about Moving Days.

 

The Streets Division will empty refuse and recycling carts in the downtown moving area every day between August 3 through August 14. The downtown moving area includes all of District 2 west of the Yahara River.

 

 

Reduce, Plan Winter Salt Use, Hire a Salt Certified Applicator

Salt Certification Registration is now open for late summer/early fall 2020. Free virtual workshops are open to all winter maintenance professionals/contractors in Dane County. The City encourages anyone who professionally applies salt to earn certification. The City also encourages residents to choose salt certified applicators.

What residents can do
This certification may be for contractors in Dane County and municipalities to get certified, but there are a couple things residents can do to be more conscious of winter salt use:

• Hire a salt-certified applicator for salt distribution on sidewalks and driveways
• Learn more about salt and its impacts on WISaltWise.com

Why everyone should care about salt
Salt is important to clear roads, parking lots and sidewalks to keep the community safe. However, overuse of salt is harming the environment. It only takes one teaspoon of salt to permanently pollute five gallons of water to a level that is toxic for freshwater life. Salt washes into the waters, putting aquatic plants and animals at risk. Once salt gets into the water, it's very costly to remove. Salt weakens and damages the concrete, brick and stone that makes up homes, garages, bridge and roads.

 

E. Gorham Street Sewer Replacement Project to Start This Week

 

Construction for this project is scheduled to start around July 27. The project spans East Gorham Street between N. Butler and N. Livingston Streets. Vehicular traffic on Gorham may shift and the bike lane could be closed at times during portions of the project. This project is necessary because the sanitary sewer is old and is undersized for today's design standards. See Project information and contacts. Note that the City plans to resurface E. Gorham Street in 2021, but most of the underground infrastructure will have already been replaced by then so 2021 will primarily see a resurfacing effort with few opportunities for street redesign.

Reminder: Some Parking Restrictions Remain Suspended

 

The Madison Parking Division is continuing the current suspension of some posted restrictions in non-metered parking areas and fee reductions in City parking garages, but will evaluate all changes on a week-by-week basis, making adjustments to best meet the needs of the community.

 

Mon-metered parking restrictions temporarily suspended citywide:

 

• Street sweeping (Clean Streets-Clean Lakes Program) restrictions, including on Thursday & Friday mornings downtown

• 1-hour and 2-hour time-limits in non-metered areas

• Residential Permit Only areas

$5 daily maximum fee in all City-owned public-parking garages:

• Temporary $5 daily maximum fee in all City-owned public parking garages and Brayton Lot.
• The first hour of parking is free on Saturdays.

All other on-street metered and non-metered parking restrictions are in effect and enforceable. Current information about Madison parking and any future service changes can be found here.

Reminder: Check Status of Beaches

 

According to Public Health Madison & Dane County, you should observe water conditions before you or your pet enter the water and avoid contact with algal blooms.
