Mayor Soglin Names Norman Davis Director of Department of Civil Rights

Madison Mayor Paul Soglin today announced that Norman D. Davis has been hired as Madison’s Department of Civil Rights Director.

The Department of Civil Rights (DCR) provides leadership in promoting civil rights and equity within City government and in the Madison community. It achieves these goals through outreach and education to improve race relations, civil rights, disability rights, equal opportunity, and accessibility within the City of Madison. The department additionally focuses on the recruitment, promotion and retention of protected classes within City employment and the development and administration of related complaint resolution processes consistent with City ordinances.

Other areas under the purview of the Department of Civil Rights include contract compliance programs, the development of partnerships, promotion, and assurance of compliance with related local, state, and federal standards and administering related ordinances.

“Norman Davis has served as an integral part of the Department of Civil Rights for many years,” said Madison Mayor Paul Soglin. “I am confident that his experience and ideas for collaboration with other City departments and our DCR customers will serve us very well.”

Davis has over 17 years of experience in civil rights and affirmative action, serving the City of Madison since 2001 and the Department of Civil Rights since its inception in 2006. He most recently served as the Division Manager of the Affirmative Action Division. He also spent several years working for the State of Wisconsin in this field.

Davis’s first day in the new position will be August 28th.
