CNI Hosts Feb. 11 Discussion with Homeless Services Provider Catalyst for Change

Capitol Neighborhoods, Inc. (CNI) invites downtown residents and guests to a virtual discussion with Michael Moody and John Adams. John and Michael have been instrumental in the success at the Beacon, the day resource center for homeless in Downtown Madison. They will talk about their new initiative, "Catalyst for Change."  They will offer their perspective on the current status of the homeless and the gaps in services presently holding some back because so many homeless in our community struggle with mental health, addiction and live in poverty. A member of CNI's executive council, Ron Luskin, will serve as moderator.  Ron serves as a member of Porchlight's board of directors and chairs the Beacon's Community Advisory Team.  Following Ron's moderated conversation with John and Michael there will be plenty of time for audience members to ask questions.

This event is co-hosted with Downtown Madison, Inc. (DMI). CNI is thankful for their partnership on this important topic.

Small Business Equity & Recovery Grant Program Deadline is Feb. 10

The City of Madison recognizes the need to invest in supporting our small business community. Many small businesses face the real prospect of permanently closing. The Small Business Equity & Recovery Grant aims to focus on businesses owned by people of color. Independently owned businesses are eligible for funding. The application deadline is Feb. 10, 2021.

 

All independently owned/operated businesses owned by historically underrepresented populations are eligible, however, priority will be given to businesses owned by people of color. Note: there is no guarantee of funding until the application and disbursement process is complete.

Feb. 10 Public Meeting on Bus Service Adjustments

 

On Wednesday, Feb.10 at 6pm, Metro Transit and the City of Madison Transportation Commission will hold a virtual public hearing to review and discuss proposed Metro service adjustments proposed for later in the year.  Passengers are encouraged to provide feedback on the proposal. Consideration will be given to views and comments expressed at the public hearing as well as to all phone and written comments.  Maps and complete information can be found here and include the following proposed changes that could impact District 2 riders:

 

• Route 2 – Increase weekday frequency from every 30 minutes to every 15 minutes in both directions between 6 am and 6 pm. (To offset suspension of Route 10 & 27.) 
• Route 10 – Route suspended. (Service added to Routes 2 and 38.) 
• Route 27 – Route suspended. (Service added on Route 2.) 
• Route 38 – Weekday route restored with added mid-day service. (To offset suspension of Route 10.) 
• Routes 8, 12, 15, 70 and 72 – moved from State St. to W. Washington.
• Route 81 – Route adjusted. Bus stop shifted from N. Franklin to N. Blair

 

 

Update on Steering Committee for 126 Langdon Proposal 

 

The Campus Area Neighborhood Association's steering committee is continuing its evaluation of Core Spaces' new proposal for 126 Langdon. If you'd like to participate, contact CANA at canamadison@gmail.com and please notify neighbors who might want to participate but may not see this notification. The committee meeting schedule:

- Tuesday, 2/9: Inclusivity & programmatic spaces for identity groups, inviting developer
- Thursday, 2/11: Final meeting

 

CANA has compiled most of the documents related to the proposal and they can be found here. Core Spaces has altered the proposal in several ways, including a redesign of the Langdon Street section, two additional delivery parking stalls, and a reduction in bedrooms from 376 to 351. The proposal is expected to be at Plan Commission on Feb. 22.

 

12 N. Few Proposal Expected at TLNA on Feb. 11 and UDC on Feb. 24

This proposal for 12 N. Few Street, currently the site of Scooter Therapy, would consist of 8 commercial spaces with 8 one-bedroom apartments above has been submitted to the city for an informational presentation to the Urban Design Commission that is likely to occur on Feb. 24. Formal consideration by UDC is expected later in April with Plan Commission consideration of the requested demolition permit sometime in May. The smaller addition to Scooter Therapy on the N. Few side is proposed for demolition and replacement with a larger addition.

The architect for the proposal will make a presentation at the Feb. 11 TLNA monthly meeting. The TLNA steering committee for the proposal is expected to receive a draft steering committee report shortly. After the report is edited and approved by the committee, it will be sent to TLNA Council. Typically, TLNA Council will use the steering committee report to help guide them as they decide whether or not to take a position on the proposal and what that position may be.

Voting Locations Change for Wards 46, 47, and 48

 

Due to Gates of Heaven being closed for renovations, the City Clerk has arranged for Bethel Lutheran Church to host the Feb. 16 and April 6 elections for Ward 46. Additionally, Wards 47 and 48 will vote at UW Hillel. Many thanks to Bethel and to Hillel for hosting.

Feb. 16 Public Information Meeting on New Restrooms & Shelter at Tenney Beach

 

A neighborhood informational meeting is planned for Feb. 16 at 6pm for the 2021-22 project at Tenney Beach to replace the existing beach house with a new park shelter and restrooms. The building will also include a pump room as part of the Clean Beach system announced in August 2019, a joint project between the City of Madison and Dane County. Please register to attend the meeting at this link.

 

City Engineering has established a project website for the project where you can also subscribe to email updates. The Parks Division also has a website for the project.

Agenda Item 2

A Resolution authorizing a sole source contract authorizing the Mayor and City Clerk to execute a service contract with RENEW Wisconsin, Inc. to administer the three annual MadiSUN solar programs for residential, business, nonprofit and affordable housing solar installations, through 2023.

Fiscal Note
The proposed resolution authorizes a sole source contract with RENEW Wisconsin, Inc. to administer MadiSUN solar programs for residential, business, nonprofit and affordable housing solar installations. The multi-year contract covers program activities for the period of calendar years 2021 - 2023. The 2021 contract amount is $125,000 and funding is available in the Sustainability Improvements capital project (Munis #13135). Funding for 2022 and 2023 is subject to appropriations in subsequent budgets.

 

Agenda Item 7

Amending the 2021 Adopted Operating Budget for the Community Development Division-Community Support Services to authorize and accept $200,000 from the Madison Metropolitan School District to distribute to community-based organizations offering virtual learning support through the School-Age Child Care Stabilization Fund process.

 

Agenda Item 8

Awarding up to $1.7 million from the Affordable Housing Fund and up to $300,000 in Energy Efficiency and Conservation Block Grant (EECBG) funds to help finance the development of affordable housing, and up to $360,000 in Community Development Block Grant (CDBG) funds and up to $700,000 in HOME Investment Partnerships Program (HOME) funds to support four housing services programs, and up to $50,000 in City levy to support one homebuyer education program, as the recommended outcome of a competitive Request for Proposals (RFP) process conducted by the Community Development Division; and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the specified development projects.

Agenda Item 12

Authorizing an amendment to RES-20-00144 that awarded a loan of up to $1,800,000 from the Affordable Housing Fund to support an 150-unit affordable rental housing development at 1402 S. Park St., proposed by Rule Enterprises LLC and Movin' Out, Inc., to decrease the loaned funds to up to $300,000 and restructure of the allocation of funds from the Affordable Housing Fund for this development.

Fiscal Note
The proposed resolution amends the loan agreement between the City of Madison and Rule Enterprises, LLC and Movin' Out, Inc (collectively, the "Developer"), adopted by RES-20-00144 (File ID 59334), and authorizes the Affordable Housing Fund to repay $1.1 million, used for the original purchase of 1402 S. Park St., to Tax Increment District (TID) 42. The $1.1 million from the Affordable Housing Fund will funded by the original $1.8 million awarded to this development and, in turn, donate the property to the Developer. The loan to the Developer will be reduced to $300,000, resulting in a $400,000 cost reduction from the original agreement and positioning the Developer to secure Affordable Housing Program (AHP) federal financing. No additional City appropriation is required with adoption of the proposed resolution.

 

Agenda Item 13

Authorizing the City's execution of a Purchase and Sale Agreement between the City of Madison and McAllen Properties Madison, LLC, or their successors and assigns, for the purchase of the property located at 3901 & 3829 Hanson Road ("Property") in the City of Madison for Metro Transit Satellite Facility purposes.(17th A.D.)

Fiscal Note
The proposed resolution authorizes a purchase and sale agreement for the City's purchase of property located at 3901 and 33829 Hanson Road Metro Transit Satellite Facility purposes. The cost for the acquisition of the property is $16,220,000 plus an estimated $40,000 for environmental studies and closing costs. The property acquisition will be funded by the Metro Satellite Bus Facility capital project, which included $12,893,000 in the 2020 Adopted Capital Budget and will receive an additional $7 million of grant funding from the Federal Transit Administration for satellite facility purposes.

 

Agenda Item 14

Authorizing the Transit General Manager to file an application for a Section 5339 Buses and Bus Facilities Discretionary Grant with U.S. Department of Transportation and authorizing the Mayor and the City Clerk to execute the associated grant agreement with USDOT and the 13 (c) agreement with Teamsters Local No. 695. Amending the 2021 Capital Budget to add $7 million in federal funding to Metro's Satellite Bus Facility project and changing project borrowing to General Fund-supported general obligation borrowing.

Fiscal Note

The 2020 Adopted Capital Budget appropriated $12,893,000 in Metro supported general obligation borrowing to purchase land for Metro's Satellite Bus Facility project. Metro's 2020 Adopted Capital Improvement Plan also included amounts for construction in 2021. In the 2021 Adopted Capital Budget, construction funding for the satellite facility was transferred to the Bus Rapid Transit (BRT) project within the Transportation Department. As such, the Satellite Bus Facility project was not shown in Metro's 2021 Capital Budget.

The proposed resolution authorizes the application and execution of a grant agreement for $7 million in funds from the U.S. Department of Transportation to purchase real estate for Metro's satellite bus facility. The resolution amends the 2021 Capital Budget to add $7 million in federal funding to the Satellite Bus Facility project within Metro Transit. Construction funding transferred to BRT in the 2021 Capital Budget will remain within BRT.

Under state law, the operating subsidy provided to Metro from the City's General Fund is considered within the limits under the state's Expenditure Restraint Program (ERP).  The operating subsidy also includes amounts provided to Metro to pay its debt service on newly issued general obligation debt.  As Metro's capital program has expanded for major projects (e.g., renovation of the bus maintenance and storage facility, acquisition and development of a satellite facility), Metro debt service has increased commensurately.  This increase has placed more pressure on the city qualifying for ERP and the associated $7 million in state aid.  In the 2020 and 2021 budgets, this issue was addressed through allocation of the city's reoffering premium from debt issuance toward payment of Metro debt service.  The efficacy of this approach is limited going forward as Metro's capital budget and debt issuance continues to expand.  Another option to address the ERP issue is to fund Metro's capital budget from General Fund-supported borrowing and contributing the resulting asset to Metro. 

In response to the ERP situation, the proposed resolution also changes the funding source for the Satellite Bus Facility project from Metro supported general obligation borrowing to General Fund general obligation borrowing. The estimated annual debt service on $12.9 million assuming 20 year general obligation bonds is approximately $1.0 million initially.

Total funding for the Satellite Bus Facility project will be $19,893,000 ($12,893,000 city general obligation borrowing and $7 million federal funds).

64040 RESOLUTION APPROVING THE AMENDMENT TO THE PROJECT PLAN FOR TID 36 - CAPITOL GATEWAY

Fiscal Note
$5,000,000 authorized in the project plan for "Public / Private / Non-profit Development Partnerships" was included in the adopted 2021 Budget.
Note: This project plan amendment includes using increment from this TID (includes most of the Capitol East District) for these purposes:
  1.$7M for the Public Market
  2. $5M for land acquisition and public / private partnerships (TIF loans)
  3. $500,000 of additional Admin costs
Any future land acquisitions (#2) would need to be vetted and approved by Common Council and appropriate committees.
