Reiner Neighborhood Development Plan

I’m sponsoring, along with Alder Sabrina Madison (District 17), a resolution to adopt the current draft of the Reiner Neighborhood Development Plan. Here’s the City’s webpage with the Plan documents and notes/recordings of the public meetings/input related to the plan. City planning with neighborhood development plans guides future development, meaning that. proposals that deviate too far from adopted plans are unlikely to be approved by the Plan Commission. These plans make sure that neighborhoods are developed with adequate services and infrastructure and meet the needs of the community. The area covered by this plan is mostly in the current Town of Burke, which will attach to the City of Madison in 2036 per an Intergovernmental Agreement between the Town of Burke and the City of Madison. Note: all of the property in this area is further north than the Woods Farm development and northeast of the Autumn Lake subdivision; see maps on the Plan's project page. The land are to the south of the Reiner Neighborhood Development Plan and north of I-94 is covered by the Northeast Neighborhoods Development Plan adopted in 2009.

The Plan lays out future land uses in its area such as housing, employment, parks, and long-term agriculture. City Planning staff have held several public meetings, both virtual and in-person, since 2019 and have made adjustments to the draft Plan according to feedback and concerns shared by the community. Here are some highlights about the Plan: 

  • Six city parks along with a larger Regional Natural and Recreation Area (perhaps a county park or a nonprofit-managed conservancy; see map on Page 6 of the Draft Maps document on the project webpage).
  • A 64-acre area where “long-term agriculture” will be zoned as a permitted use, to allow for retaining more open space and local food-production land uses via community gardens, an “agri-hood”, etc. (see map on Page 6 of the Draft Maps document on the project webpage).
  • Land use is intended to be compact – meaning smaller lots and more stories so we can minimize the footprint of buildings and maintain more open, green, natural spaces in the future neighborhood.
  • A very strong vision for pedestrian/bike path infrastructure coverage that complies with recently-adopted Complete Green Streets initiative (see map on Page 9 of the Draft Maps document on the project webpage).
  • Possible future Metro Transit service along Reiner Rd (see map on Page 11 of the Draft Maps document on the project webpage).

• Plan Commission – June 12, 2023
• Common Council – June 20, 2023

  • WisDOT and City of Madison Host Public Meetings for Interstate Study: The Wisconsin Department of Transportation (WisDOT) and City of Madison invite you to attend one of two meetings to discuss potential changes to the Interstate and interchanges in the Madison area. These alternatives are part of WisDOT’s larger I-39/90/94 corridor study that stretches from Madison to Wisconsin Dells. Eastside Alders Meet and Greet Event 5/26, 5:30-7:30pm at La Taguara Bar & Grill

  • East Side Farmers' Market, Tuesday, May 23, 2023: The Eastside Farmers' Market is Madison Wisconsin’s finest weekday farmers' market. Our goal is to bring the freshest Wisconsin grown food direct to the heart of the East side. Our vendor members are agricultural producers and food artisans who make value added products from Wisconsin's agricultural bounty.
  • Bird & Nature Adventures – Edna Taylor Area, Saturday, May 27, 2023: Signs of Spring with Mary Binkley ~ Join Naturalist Mary Binkley for a free fun fascinating family-friendly guided walk or take a walk on your own any day in May to follow beautiful walking trails at Aldo Leopold Nature Center and Edna Taylor Conservation Park to look for Signs of Spring!  Are Sandhill Cranes trumpeting their calls by the wetland? Do you see budding leaves, and spring flowers emerging?  Use a guidebook or apps such as Merlin and Seek to help you ID birds and plants and post your findings! 
  • Capitol View Farmer's Market Returns May 31st, 2023 : The Capitol View Farmers' Market will return to the North Star Neighborhood each Wednesday of the season from 3-7pm, beginning Wednesday, May 31st!

  • Violence Prevention Funding Supports Community Programs: Public Health Madison & Dane County is now accepting applications from local community organizations to receive funding that supports violence prevention efforts in Dane County. “We are taking a public health approach to tackling this complex and far-reaching issue. That means looking at things like poverty, housing inequality, and lack of social connectedness, each associated with violence. But, we can’t do it alone,” said Director of Policy, Planning, and Evaluation, Aurielle Smith.   • Free Summer Metro Bus Pass Program for MMSD Students: For the third year in a row, the City of Madison is giving every Madison Metropolitan School Districts Middle and High School student a free Metro bus pass for the summer. Streets Division Updates

  • The spring curbside yard waste collection is now over. Curbside pickup will resume in the fall. You should take your yard waste to a drop-off site instead at this time.
