Contracting Opportunities

The mission of the Contract Compliance Program is to provide education, evaluation and enforcement of the City's equal opportunity and affirmative action policies for companies doing business with the City of Madison. The City requires non-exempt entities to develop and maintain an approved affirmative action plan. As such, this program in responsible for monitoring the compliance of non-exempt contractors, developers, community-based organizations, vendors and suppliers with Madison General Ordinance 39.02 and their affirmative action plan.

Contract Compliance staff also administers and manages certification, outreach and recruitment, and contract compliance functions for various targeted business programs including: Small Business Enterprise (SBE) Program for Public Works projects, Minority Business Enterprise (MBE) Programs for CDBG funded projects, and Disadvantaged Business Enterprise (DBE) Program for USDOT/FTA funded projects through the Transit Utility. This program also works with Purchasing Services and individual department/divisions to ensure Minority/Women Business Enterprises (M/WBEs) maximum feasible opportunity to compete for City contracting and procurement opportunities.

  • Promotes and ensures vendor, supplier, and contractor compliance with federal, state and local statutes pertaining to equal employment opportunity, affirmative action and targeted business utilization.

  • Manages information submittals from contractors concerning payroll and pay request
  • Provides prevailing wage monitoring and enforcement for covered projects.
  • Conducts Prevailing Wage On-site interviews.

Dana Hanaman, Contract Compliance Monitor, Affirmative Action Plans, (608) 267-1141

  • Works primarily to review affirmative action plans for compliance; provides CBOs, vendors, suppliers, and contractors with technical assistance toward AA compliance, via heavy documentation and correspondence; and gathers, maintains and reports all related information.
  • Conducts desk (and field) audits; co-organizes/delivers internal City purchasing training; and handles outreach to other departments, union and non-union public works contractors and vendors; and organizes/manages regular default formal notification and hearing processes, coordinating across agencies and documenting all incomplete contractor submissions or non-submissions with goal of fostering full AA compliance.
