• For the DBE Application - as of October 3rd, 2025 the U.S. Department of Transportation has issued an Interim Final Rule requiring all DBE firms to demonstrate social and economic disadvantage based on their own experiences and circumstances without reliance in whole or in part on race or sex. While not listed in the current application supporting document checklist, please include a personal narrative demonstrating your own experiences and circumstances of social and economic disadvantage without reliance in whole or in part on race or sex.

New DBE application processing is currently on hold until the priority recertification window for previously certified DBE's has closed, which is expected to be in mid April 2026."
