Compliance Reports

Recycling is required for new construction that uses concrete and steel supports, a demolition, and remodeling projects with a value in excess of $20,000. To show that recycling took place, a compliance report detailing the material recycled and landfilled is due to the Streets Division.

Material Requirements

  • New construction with wood framing and remodeling projects with a value in excess of $20,000 should provide documentation that they recycled the following materials:
    • Clean wood
    • Clean drywall
    • Shingles
    • Corrugated cardboard
    • Metal
  • Demolitions must report the recycling totals of materials outlined on their reuse/recycling plan. Compliance reports for demolitions must be reported within 60 days after the completion of the work.
  • New construction projects using concrete and steel supports must recycle 70% of their construction debris by weight.

Documentation Requirements

To document the recycling and landfilling of the material, the weights of material recycled and landfilled need to be reported to the Streets Division. The reported weights should be supported with weight tickets/receipts supplied by the recyclers and landfill when appropriate.

To document reuse, please submit receipts of donation to Habitat for Humanity or another reuse organization.

How to Report

It is incumbent upon the contractor or individuals holding the building permit to ensure the weights for their project are appropriately reported. Below are two reporting options, and both are equally valid methods to report the weights.

Option 1:

WasteCapTRACE is a program currently available free to all Wisconsin projects. Entering your recycling information into WasteCapTRACE allows the Recycling Coordinator to see the projects and the recycling efforts without any further submission of information. If you need assistance with using WasteCapTRACE, consult the user manual for the website, or email them, or call them at 1-414-961-1100.

Option 2:

Documentation on recycling efforts should be submitted in writing with supporting documents to the Recycling Coordinator via email or in the mail. Compliance reports can be mailed to 1501 W. Badger Rd, Madison, WI 53713. Compliance reports may also be faxed to 608-267-1120.

You can use this form when reporting recycling and reuse weights. You are not required to use this form. You or your company can use their own form or system.

The most importat part is that the weights for material recycled for these projects should be reported in writing and supported with documentation.
