Capital Budget Amendments at Board of Estimates Tuesday
It was a long night at the Board of Estimates with 34 budget items to discuss. (the Board of Estimates is the Finance Committee of the Common Council) We started at 4:30. By about 7 we were up to item 4. And of course my two items were at the end. I proposed increasing the initial city funding for the planning and design of a major new Park improvement in Olin park that will include an art installation. The city will be releasing details soon in order to begin the public debate and planning process. The early visioning for this project will be donated to the city by a group of private residents. We anticipate the bulk of the expense in the actual implementation to be covered by private donations. This is an exciting project that will impact Madison for generations to come.
My second item was not as successful. I proposed funding for a Landbank to allow the city to purchase blighted properties, demolish existing buildings and combine the parcels into sizes appropriate for development. This has been highly successful in the past and the city could very well profit on the resale of the land. The Board did not recommend proceeding at this time. However, I see this as the start of a conversation not the end.
