Madison Public Library, the Wisconsin Book Festival and the All of Us Research Program at the University of Wisconsin-Madison are joining forces to present a virtual author event series focused on a range of community health issues.  On Tuesday, April 27, at 7pm author Angela Garbes and her book, Like A Mother: A Feminist Journey through the Science and Culture of Pregnancy, will be featured.  In Like A Mother, Garbes provides a rigorously researched and compelling look at the physiology, biology and psychology of pregnancy and motherhood, informed by in-depth reportage and personal experience.  Register to attend Like A Mother: https://www.wisconsinbookfestival.org/events/mother

Approving the Amendment to the Project Plan for Tax Incremental District (TID) 42 (Wingra), City of Madison.

Fiscal Note
The proposed resolution authorizes a second project plan amendment for Tax Incremental District (TID) #42 (Wingra) to provide funding to the Community Development Authority (CDA) for development and improvements at the Village on Park area and to authorize the use of these funds within a half mile area surrounding TID #42. As stated in the project plan, $11,200,000 will go towards a Village on Park parking structure, Urban League of Greater Madison Black Business Hub, owner occupied affordable housing, demolition of Village on Park north building, and construction of a new parking lot. These projects, along with additional authorization for land acquisition and administrative costs, will increase the total TIF eligible costs by $12.1 million in TID #42 to $28,173,000. The $12.1 million of additional projects will be funded by $9.1 million of borrowing and $3 million donated from TID #39. No additional City appropriation is required with the adoption of this resolution. A resolution amending the 2021 Adopted Budget will be required following adoption of the project plan amendment.

McGrath Properties will be making a presentation regarding their proposed 18-story mixed-use project at 222-232 E. Olin Ave. This item is for introduction only -- no final decisions will be made. (Note: McGrath will be making a presentation of their plans to the May 13 Bay Creek Neighborhood Assn.)

There are two items on the agenda of interest to D13 residents:

Agenda Item 4

Last summer, the shared streets program closed off Vilas Park Drive to through traffic. This past December, the Board of Parks Commissioners voted to open the Drive back up, while at the same time inviting staff to come back with recommendations on any possible interim solutions in anticipation of the recommendations of the Vilas Park Master Plan to restrict motor vehicle access. As Alder, I worked with residents as well as Parks and Traffic Engineering staff to come up with recommendations for an interim solution, and it is these recommendations which will be presented to the Commission.

Agenda Item 11

This item will include a follow up to the Neighborhood Traffic Management Program which identified Lakeside St to be in dire need of traffic calming solutions. For more information, click here.

D13 Town Hall on Proposed Zoning Changes

Monday, May 3, 7:30pm

There will be a district-wide town hall to discuss the proposed zoning changes and their potential impacts on District 13.  The meeting will start with a 38-minute video that city staff prepared that has been shown before, to be followed by Q&A specifically focusing on D13. 

The debate regarding the zoning ordinance has been quite thorough, resulting in Council referring the matter to our May 18 meeting.
