  • Madison's Landmarks Ordinance Review Committee (LORC) has proposed revisions to Madison's Historic Preservation Ordinance for local historic districts. These ordinance changes will apply to all properties in the Mansion Hill, Third Lake Ridge, Marquette Bungalows, University Heights, and First Settlement local historic districts. Three public meetings have been scheduled to provide an overview of the proposed changes and an opportunity to comment on the draft ordinance. Read the press release here. Liquor & Entertainment License Applications for 614 University Ave at ALRC on Wednesday

On Wednesday, Jan. 19, the Alcohol License and Review Committee will consider the applications for both a Class B Liquor License and a 21+ Entertainment License for Mom's Bar at 614 University Avenue. Andrew Greenwood is proposing both licenses for a new establishment at the former location of Karoake Kid. Mom's Bar will also be seeking a Conditional Use Permit for a nightclub in the downtown Alcohol Overlay District. Capacity is expected to be 50 and Mom's Bar proposes to close by midnight seven days a week. According to Mr. Greenwood, Mom's Bar will have karaoke happy hour daily, regular karaoke nights, and on occasion, live jazz, low-key bands, dances, and open mic. He expects to open on approximately Feb. 7.

The Conditional Use Application could be at Plan Commission as soon as March 7. I will detail participation and viewing options for that meeting the weekend prior, but if you are want to give input on the alcohol and entertainment license applications, please email me at district2@cityofmadison.com or see the "Details" in the meeting listing below in "City Meetings of Interest" for instructions to view and/or give public comment at the meeting. Jan. 31 Neighborhood Meeting - New Redevelopment Proposal on State Street

Please join me for a virtual neighborhood meeting on Jan. 31 at 6:30pm for a first look at a proposed redevelopment on State Street. JD McCormick Properties proposes to demolish the three buildings at 428 through 444 State Street and construct a new a five-story, mixed-use building with 22 to 26 dwelling units and first floor commercial spaces. The developer will be seeking a Demolition Permit and will need approvals by the Urban Design Commission and Plan Commission, but formal applications have not yet been filed with the city.

The Mansion Hill District of Capitol Neighborhoods, Inc., (CNI), will form a steering committee after the Jan. 31 meeting, but I encourage you to attend this first meeting to learn more about the proposed redevelopment. The neighborhood steering committee will also provide opportunities to provide input on the proposal with the help of neighbors and the development team as they begin the city approval process.

Fiscal Note
The proposed resolution expresses support for the Engineering Division and Transportation Department grant application to the Wisconsin Department of Transportation (WisDOT) 2022-2026 Transportation Alternatives Program (TAP). The application seeks federal funding for six bicycle and pedestrian projects. A separate resolution accepting the grant award will be submitted at a later date should the City be awarded the grant funding from WisDOT.
Included in the Resolution's Body is:
5. Cross Isthmus Improvements - includes improved bicycle connections across the isthmus, primarily along Franklin St., Hancock St. and Blount St., and would also include installation of bike lanes along E. Washington Ave. from Blair St. to the Capitol Square.
