Redevelopment Proposal on State Street At Urban Design Commisison on Feb. 9

On Wednesday, Feb. 9, the Urban Design Commission will take a first look at a redevelopment proposed by JD McCormick Properties on the 400 block of State Street. The developer will be giving an informational presentation to UDC with formal consideration expected at a later date. The project plans and city staff comments can be found here. The developer proposes to demolish the three buildings at 428 through 444 State Street and construct a new a five-story, mixed-use building with 22 to 26 dwelling units and first floor commercial spaces. The developer will be seeking Demolition Permits and will need formal approvals by the Urban Design Commission and Plan Commission, but formal land use applications have not yet been filed with the city. The existing and proposed buildings can be seen in the images above.

A virtual neighborhood meeting was held on Jan. 31 where attendees gave intial feedback on the proposed redevelopment. The meeting was not well-attended, but feedback was mostly supportive of the concept. You can watch a recording of that meeting here. Meeting attendees seemed mostly supportive of adding housing downtown, but there were some concerns about the loss of naturally occurring affordable apartments and the future of the local businesses being displaced.

Also on Jan. 31, the Landmarks Commission considered the requested demolitions of the three buildings (staff report on these buildings is here). As with all proposed demolitions in the city, Landmarks provide advisory findings to Plan Commission who makes the final decision on demolitions. For these three buildings, Landmarks findings were:

For 440-444 State Street (1 building), they found that "the building has historic value related to the vernacular context of Madison's built environment, or as the work/product of an architect of note, but the building itself is not historically, architecturally or culturally significant." For this building their finding was based on the vernacular context.

For 432-436 and 428-430 State Street (2 buildings) the Commission found "that the building(s) has historic value based on architectural significance, cultural significance, historic significance, as the work/product of an architect of note, its status as a contributing structure in a National Register Historic District, and/or as an intact or rare example of a certain architectural style or method of construction." For these buildings, it seemed that their finding was based primarily on the buildings being contributing structures in an eligible, but not approved, National Historic Distric and perhaps on their architectural signficance and cultural significance, as well as being examples of a certain architectural style.

I anticipate that the Mansion Hill District of Capitol Neighborhoods, Inc., (CNI), will form a steering committee to continue to evaluate the proposal and work with the developer, so if you are interested in signing up for that committee's email list and/or serve on the committee, please contact me at district2@cityofmadison.com.

More Public Meetings on Proposed Historic Preservation Ordinance Revisions

Changes Would Apply to All Properties in Local Historic Districts

Madison's Landmarks Ordinance Review Committee (LORC) has proposed revisions to Madison's Historic Preservation Ordinance for local historic districts. These ordinance changes will apply to all properties in the Mansion Hill, Third Lake Ridge, Marquette Bungalows, University Heights, and First Settlement local historic districts. Three public meetings have been scheduled to provide an overview of the proposed changes and an opportunity to comment on the draft ordinance.

The remaining public meetings and their respective topics are listed below:

  1. Development Professionals + Contractors Meeting:  Monday, Feb. 7 - noon
  2. New Construction Meeting:  Thursday, Feb. 10 - 6:30 pm

These will be virtual meetings and the public is invited to attend any of them.
