City Engineering’s Pleasant View Road Project Earns ‘Project of the Year’

The City of Madison Engineering Division is proud to announce the Pleasant View Road Project is the American Public Works Association (APWA), Wisconsin Chapter, 2025 Project of the Year.  

The project was selected for the $25-75 million Transportation category. 

The Pleasant View Road corridor is a key north-south commuter roadway on the west side of the City of Madison and the City of Middleton that serves both local and regional traffic and acts as an alternate route for USH 12/14 (Madison Beltline) during delays. 

This project included the reconstruction of 1.4 miles of the northern portion of Pleasant View Road between the existing four-lane section at Timber Wolf Trail and USH 14, and included turn lane additions and expansions along USH 14 near the intersection with Pleasant View. 

“The Pleasant View Road improvements make it easier and safer for all users, whether you’re driving, biking, or walking, while helping traffic move more smoothly between Madison and Middleton,” City of Madison Engineering Division Project Manager Andrew Zwieg said.  

The existing corridor had numerous safety, operational, and resiliency concerns that required significant improvements to meet current standards and the needs of the Cities affected. These issues needed to be addressed in conjunction with the concerns of the public and private stakeholders along the corridor. 

The City of Madison and the City of Middleton hired Strand Associates, Inc.® (Strand) to design the project, and, through collaboration with the Cities, key stakeholders, and the public, to address the following needs: 

  • Roadway geometric deficiencies and deteriorating pavement conditions 
  • Roadway and intersection operations and safety concerns 
  • Significant gaps in bicycle and pedestrian accommodations 
  • Growing communities’ transportation needs 
  • Infrastructure resiliency through stormwater improvements 

The Pleasant View Road Reconstruction project has transformed the corridor from vehicle-centric with safety, operational, and resiliency concerns into a multi-modal corridor incorporating numerous safety improvements, improving reliability, and meeting growing area transportation needs while accommodating unique constraints. 

The team collaborated closely with stakeholders to develop a design that effectively meets their needs. The addition of sidewalk and a multi-use path create connections between neighborhoods and destinations that previously had no direct connections, expanding opportunities and transportation options within the community. The project’s design successfully navigated the numerous complexities and constraints, resulting in a high-quality design with few construction-related change orders.
