Charlie Romines Named Public Works Director

Mayor Satya Rhodes-Conway is pleased to announce the appointment of Charlie Romines — currently the Team Lead for Public Works and the Street Superintendent — to the position of Public Works Director. This move is part of an ongoing effort to create operational efficiencies within the City’s five Public Works Divisions. Romines will oversee the Engineering Division, Fleet Service Division, Parks Division, Streets & Urban Forestry Division, and the Water Utility. 

It may not be the sexiest of topics, but leadership structure is an important component of a well-run and accountable City government. Charlie has proven to be an effective multi-agency leader and has consistently brought insightful and budget-saving ideas to the table, while not sacrificing service to our residents. This is the right time and the right person to make this important change. It formalizes an approach that has led to better collaboration within the Public Works Department and is helping us respond to the growing needs of a growing city.

The creation of a Public Works Director formally cements much of the role Romines has been performing as Team Lead for the past four years. He has worked for the City of Madison since 2011 and was formerly Assistant Parks Superintendent. His current contract allows for this new designation, and the adjustment will come at minimal expense to taxpayers after some reclassification of managers within the Streets Division. This will align Public Works with the same organizational structure that has been successful with the City’s Planning, Community, & Economic Development and Transportation Departments.  

As Team Lead, Romines has increased communication and responsibility-sharing within Public Works so multiple agencies are working in harmony while better utilizing resources. This includes more efficient use of staff to provide the vital services Madisonians depend on. These efforts are already helping the City better respond to immediate problems and concerns brought to our attention from the public. Romines has also overseen the years-long planning and implementation of a new west side Streets facility included in last year’s Capital Budget. Once completed, this facility will considerably reduce the travel time it takes for both trash and recycling pickup, as well as snow and ice removal for a large portion of the city. This efficiency will result in significant cost savings as Madison continues to grow.  

The appointment will be introduced to the Common Council on April 21.
