Capitol Square North Parking Garage: Temporary Access Changes in Effect During Maintenance Project
Major construction activity is underway at the Capitol Square North Parking Garage, located at 218 E. Mifflin Street, as part of the City's 2026 parking facility improvement program.
Work began this week and includes the demolition and replacement of two pour strips within the garage. These pour strips are sections of the parking deck that extend across the entire width of a parking level. The project represents a substantial maintenance investment designed to improve the long-term condition, safety, and functionality of the structure.
As part of the initial phase of construction, the U Level 2 bay has been taken completely out of service, and the U Level 1 bay is closed to through traffic, leaving approximately two-thirds of that area unavailable for parking and circulation. Additional spaces may be temporarily removed from service as construction progresses to the second section of deck replacement.
Current Access Changes
To help parkers navigate the garage during construction, directional signage has been installed throughout the facility directing drivers.
During this initial phase of construction, the following access points are closed:
- Permit Only Entrance – Closed
- Exit on S Level L (Butler Street) – Closed
- To access upper levels using R Level 2 only
- To reach the lower exit on Butler Street using posted alternate routes
Finding Your Location in the Garage
To help navigate the garage during construction, parkers can identify their location by looking for the large bay identification signs mounted on the columns. Each bay is marked with:
- A large black letter on a white background
- The corresponding level number displayed beneath it in smaller white text on a red background
These markers can help drivers quickly identify their location and follow posted detour routes.
Anticipated Schedule and Duration
While the exact schedule will depend on several construction factors—including demolition, installation of forms and supports, concrete placement, and required curing times—the overall project is currently expected to take approximately 10 to 12 weeks.
Closures and traffic patterns will be adjusted as needed as work advances through each phase of the project. The current closures are expected to remain in place for approximately two to four weeks before construction shifts to the next section of deck replacement.
Event and Traffic Impacts
The most significant traffic and parking impacts are anticipated during major downtown events, including:
- Saturdays from 8:00am to 2:00pm during the Dane County Farmers' Market
- Wednesdays from 4:00pm to 9:00pm during Concerts on the Square
Drivers are encouraged to allow extra time when entering, parking, and exiting the garage during these periods.
What Parkers Need to Know
During construction, garage users should plan for:
- Closed entrances and exits, including the Permit Only Entrance and the S Level L exit on Butler Street
- Restricted parking and traffic areas, including the full closure of U Level 2 and no through traffic on U Level 1
- Access to upper levels available only via R Level 2
- Access to the lower Butler Street exit via clearly posted detour routes
- Temporary reductions in parking availability throughout the project
- Possible delays during peak event periods and high-demand parking times
Alternate Parking Options
Visitors planning to park downtown during construction are encouraged to consider other nearby City parking facilities, particularly during high-demand events such as the Dane County Farmers' Market and Concerts on the Square.
Drivers are encouraged to plan ahead, allow extra travel time, and consider arriving earlier than usual during peak event periods. Parking availability and facility information can be found on the City of Madison Parking Division website. Availability will vary based on event schedules and demand.
