Development Review
The development review process guides and improves development proposals. Planning staff support this process by reviewing certain applications that go to the City's Boards, Committees and Commissions. Staff work with applicants before they apply and until they get permits to build.

Development Proposals (2017-2025)
The Development Proposals tables show how many proposals the Plan Commission, Urban Design Commission, and Landmarks Commission considered from 2017 to 2025. The Plan Commission Proposals table includes four types of proposals.
Staff reviewed 156 land use and land division applications. There were about 50 fewer applications than last year. The Plan Commission reviewed 35 fewer demolitions compared to 2024. This is partly due to code changes that reduced the number of demolition applications that went to the Plan Commission. It is also due to a decrease in the number of demolition applications submitted to the City.

Residential and Commercial Approvals (2017-2025)
The Residential and Commercial table shows the number of approved single-family lots and multifamily units from 2017 to 2025. It also shows the number of hotel rooms approved and the amount of commercial/retail space approved. Each number in the table is the gross total. For example, the number of approved hotel rooms does not account for any demolished or converted hotel rooms. Note that single-family lots are expected to have one unit and may be developed with a single family or duplex unit.
There were 2,527 multifamily units approved as part of land use applications in 2025. This is the second year that the number of units has decreased. This number is closer to the 2,351 units approved in 2019. From 2020 to 2024 more than 3,000 units were approved each year. This peaked in 2020 when 4,772 units were approved.
One reason for the decrease could be that the City has made several policy changes over the years to encourage more housing to be built. For example, this year a 241-unit multifamily building was proposed at 2150 Commercial Avenue. In 2022, the City initiated a rezone to change the zoning of the property to the Regional Mixed-Use (RMX) zoning district. The multifamily building is a permitted use in the RMX zoning district. This means it did not need approval from the Plan Commission.

A four-story multifamily building with 80 units, four-story multifamily building with 24 units, and an existing place of worship.
602-902 Reiner Road and 6004 Commercial Avenue - Reiland Grove Plat
The Preliminary Plat for Reiland Grove allows for 293 single-family homes, 99 duplexes, and 74 townhouses to be built. The Final Plat, which is the first phase of the Preliminary Plat, will allow for 88 single-family homes and 18 duplexes to be built.
