Gregory McClain Appointed Civil Rights Director

Mayor Satya Rhodes-Conway is appointing Gregory McClain to be the Director of the Department of Civil Rights. McClain is an Air Force veteran and most recently served as the Equal Opportunity Manager for Montgomery County Government in Rockville, Maryland.  

“Greg will be a fantastic addition to the Department of Civil Rights. His journey to civil rights work makes him well-qualified to lead this agency with a data-driven approach focused on results for our residents," said Mayor Satya Rhodes-Conway.  

McClain has more than a decade of experience in advancing racial equity, social justice, equal employment, and public health initiatives. He has a Bachelor of Science in biomedical sciences and master's degrees in business and health Administration from Oklahoma State University. Additionally, while earning a master's degree in public health at UW-Madison, McClain worked in the community to prevent harm to veterans and others suffering from substance use disorders, as well as to advance health equity.  

“I'm grateful for the opportunity to serve Madison residents and grow the impact of the Department of Civil Rights. Starting from a place of honesty and transparency, I see my role as ensuring it's a great city for everyone," said McClain. “I fully intend to be a champion of the department and can't wait to amplify the important work being done by its dedicated staff."  

McClain is also excited for the community to meet his service dog, Flash. He was matched with the three-year-old Bernese Mountain Dog as part of the K9s for Warriors program.  

The appointment is contingent on McClain's contract being approved by the Madison Common Council. If approved, his first day as Director of Civil Rights will be Oct. 12, 2026.
