"In late July, I shared that Common Council Chief of Staff Dr. Karen Kapusta-Pofahl would reach out to the restorative justice facilitators recommended by the National Association for Civilian Oversight of Law Enforcement (NACOLE) to arrange an initial consultation. Maia Pearson, in her role at the time as chair of the Police Civilian Oversight Board (PCOB), and I agreed that we would allow the mediators to guide the next steps.

NACOLE referred Dr. Kapusta-Pofahl to the International Institute for Restorative Practices (IIRP). She met with IIRP representatives for two exploratory conversations. After conducting their initial analysis, IIRP staff determined that the structural challenges should be addressed before restorative processes take place. IIRP has debriefed NACOLE on their decision and will continue to work with them as restorative practices become appropriate.

NACOLE is the only professional organization dedicated to the field of civilian oversight of law enforcement. They will play an essential role in supporting and advancing the implementation and effectiveness of civilian oversight mechanisms. I am committed to continuing the work of oversight, guided by their principles."
