
City of Madison Launches New Financial Transparency Tools

The City of Madison is proud to offer new tools to increase awareness and understanding of its finances. For the first time, the Finance Department now offers a digital budget book to simplify the presentation of the 2026 Executive Operating Budget Proposal. This digital budget has enhanced navigation features so it’s easier to find specific sections and improved visualizations so the data is more engaging. It’s the first time a city budget proposal is mobile-friendly.
Additionally, a Popular Annual Financial Report was created this year as part of the City’s ongoing effort to keep our community well-informed. This report is a supplement to the annual comprehensive financial report and designed to be readily accessible and easily understandable to a broad audience. The Government Finance Officers Association recommends local governments release a Popular Annual Financial Report to foster a deeper understanding of city finances to a broad audience. It provides an in-depth look at the City’s finances including:
- Demographic and economic indicators
- Funding sources
- The multi-year plan for financing infrastructure projects
- Agency spending to provide City services
- Debt service
- Policymakers’ priorities that guide budget decisions
Mayor Satya Rhodes-Conway supports the City’s new resources to keep residents informed.

Finance Director David Schmiedicke says the City of Madison is committed to best practices on all aspects of City finances.

In order to have robust engagement and demystify the City Budget process, we must provide accurate and accessible information,” says Schmiedicke. “The new Popular Annual Financial Report and the digital budget book are examples of how the City of Madison strives to be a leader among local governments nationally.”
