Crossing Guards Policy

Hello!

I have received multiple emails from residents expressing concern about the proposed removal of crossing guards at the two locations affecting District 10. I want to thank everyone who has taken the time to share their perspectives and advocate for student safety in our community. The Transportation Commission and I appreciate your engagement on this issue.

For those interested in learning more, the PowerPoint presentation detailing the proposed changes has been uploaded to Legistar 93384. I encourage residents to review the presentation before the Transportation Commission meeting. The sections most relevant to District 10 are pages 35–43, which address:

  • Nakoma Road / Odana Road / Monroe Street – Thoreau Elementary School
  • Raymond Road @ Gilbert Road – Orchard Ridge Elementary School

As an elected official, I believe it is important to understand the policies, criteria, and procedures that guide these decisions before taking a position for or against a recommendation. To prepare for this agenda item, I reviewed the City of Madison's Elementary School Crossing Protection Criteria(opens in a new window) and recordings of prior Transportation Commission meetings. The June 12, 2024 meeting covers the policy discussion.

My goal is to evaluate whether the recommendations are consistent with adopted policy, supported by the data collected, and aligned with our community's commitment to student safety. I look forward to hearing from staff, commissioners, parents, students, and residents as the Transportation Commission considers this matter.

Crossing Guard Assignment Update and Approval

Criteria and Process for Discontinuing Adult School Crossing Guard Assignments

Adult School Crossing Guard assignments will be periodically evaluated to ensure efficient use of resources. Reviews may be initiated based on the following criteria: 

  1. Low Utilization: Fewer than 10 elementary school-aged students use the crossing per shift for two consecutive years. 
  2. Changes to Street Design: Modifications that reduce the hazard score below 20 points. 
  3. Changes in Attendance Areas: New school boundaries that eliminate crossing activities.
  4. Busing Policy Changes: Policies that bus students who previously walked.

Locations near recent pedestrian safety improvements will be reevaluated

 within a year. Such improvements may include traffic signals and raised crosswalks.

All crossing guard locations should be reviewed every five years or more often if 10 or more children use the crossing. 

If criteria are met, Traffic Engineering will conduct evaluations over one year, which include: 

  • Monthly student counts by crossing guards. 
  • Assessment of hazard criteria by Traffic Engineering staff. 

Following this period, staff will recommend either discontinuation or retention to the School Traffic Safety Team and then to the Transportation Commission. 

Notifications will be sent to relevant stakeholders if discontinuation is approved, allowing for proper planning. 

Areas where guards are discontinued will be added to the Safe Streets Madison project list for potential pedestrian safety enhancements.
