There is a lot to report to you this week.
7-11 Update
On Saturday, April 7th I met with the 7-11 the corporate office representatives for both store locations. This meeting was a face to face with their regional government affairs manager, asset protection manager, field consultant and marketing manager. We were able to discuss each neighborhoods' expectations going forward under the corporate management structure. We received a recommitment for the store operating hours for both locations. We all know that the 2703 W. Beltline (Todd Dr.) store must establish their reputation in the neighborhood as well as with the surrounding businesses. This is not going to happen overnight due to our past experienced with this location, however the commitment is sincere to become a "good" neighbor.
7-11 has agreed to these operating hours:
2201 S. Park Street
Monday to Saturday operating hours – S. Park St. 5:00 a.m. – 10:00 p.m.
Sunday operating hours 7:00 a.m. – 10:00 p.m.
2703 W. Beltline Hwy (Todd Drive)
Daily operating hours – Todd Drive 5:00 a.m. – 11:00 p.m.
Kwik Trip Update
Neither Captain Patterson or myself have received any complaints regarding the Kwik Trip at the Fish Hatchery and West Broadway locations since they acquired PDQ. If you have concerns with either locations, please email no later than April 17th by 5:00 pm. Otherwise, I will go forward with the following conditions on the license for all 3 locations, and they have agreed to these conditions:
2538/2402 Fish Hatchery Road, and 2402 West Broadway
Daily operating hours – 5:00 a.m. – 11:00 pm
You are welcome to attend the Alcohol License Review Committee meeting on April 18, 2018 at 210 Martin Luther King, Blvd – Room 201 at 5:30 p.m.
Curbside Brush Collection started on April 2
It was way to cold to be thinking about brush collection but it started on Monday, April 2, the Streets Division will begin curbside brush collection. Curbside collection should last from April through the end September. Residents will have multiple opportunities for curbside brush pickup during collection season. The official final round of brush collection is weather dependent and will be announced when that date is known. UPDATE: Truman Olson – Wingra BUILD Plan Area
The Truman Olson Wingra Build Plan Area includes (Park Street/Fish Hatchery/ Wingra Creek Triangle). Although this is in the Bay Creek Neighborhood many residents in both Bram's Addition and Bay Creek worked on the Wingra Build Plan. In the next few weeks Alder Eskrich and I will be hosting meetings for your input, we both will have regular updates, emails, website updates, and I will have a limited number of one on one meetings for those who cannot participate neighborhood meeting process.
City of Madison Planning Division has created a Truman Olson website for the RFP process; the RFP responses are due April 13, 2018. You can go to this website for updates, and materials. Please keep in mind that the non-financial sections of the submitted responses will be available on the website as soon as possible after receipt.
The Selection Committee consist of Alder Sara Eskrich, and myself serving as neighborhood representatives which will be review the RFPs and making recommendations. Together we are working with this group in alignment with neighborhood meetings/public input opportunities. The selection committee will be able to hear the developers updates and neighborhood feedback directly therefore simplifying communications. Scheduled meeting dates are as follows:
- April 26, 2018 - 6:30 PM (Goodman Maintenance Facility)
- May 3, 2018 - Noon - (30 West Mifflin St, Room 1000 B)
- May 29, 2018 - 6:30 PM (Goodman Maintenance Facility)
- June 21, 2018 - Noon (City County Building, Room 108 - Parks Dept Conf. Room)
- July 18, 2018 - 6:30 PM (Goodman Maintenance Facility)
Please note: The purpose of the evening meetings is an opportunity for plan presentation and feedback (for neighbors, nearby businesses, and selection committee members). The purpose of the daytime is specifically an opportunity for the selection committee to discuss financial details (in closed session, as needed).

Furthermore, Alder Eskrich is in the process of assembling a Steering Committee of neighbors (both business and residential) SSM – Dean Fish Hatchery Clinic (FHC) Redevelopment that will be responsible for supporting an inclusive engagement process and providing feedback on the FHC master plan and clinic building design. There will be four neighborhood meetings (times/dates TBD) throughout the spring, summer, and fall. We expect SSM to submit a response to the Truman Olson RFP, so there will likely be overlap between the Truman Olson public input opportunities and SSM – FHC opportunities. Link to Press Release
F-35's at Truax Field
In December 2017, Madison was selected by the National Guard, as one of two preferred sites, to be the home of a squadron of $100 million F-35 fighter jets. If selected, the first of the 18 planes would arrive at Truax Field on Madison's North Side early in 2023 after an environmental impact study, required by federal law, and a public comment period. The environmental impact study will review noise impacts, study potential flight paths, address pollution prevention and environmental justice for minority and low income populations.
Truax Field, home of the 115th Fighter Wing, may be one of two preferred alternative locations for the new fighter jets, pending results of the environmental impact study. The National Guard Bureau has invited community members to share comments as part of their scoping process.
