CARES, Encampments, Redistricting - D15 Update 8/30/21

Environmental Justice F35 Overlay 

On Monday, the Environmental Justice work group will continue its discussion on a potential overlay zone to limit future residential development in the areas expected to be most heavily impacted by noise with the arrival of the F-35 jets. Homelessness & Encampments

There are several items related to homelessness and encampments on Tuesday's Common Council agenda. You can find a link to the full agenda as well as links to register to speak, submit comments, and watch the meeting here. • Items 18-20 will create new zoning districts and update the Mission Camp accessory use to allow for the creation of legal encampment areas in the city. I am a cosponsor of these zoning changes that are needed in order to create a legal camping area in the city as an alternative to the camping that has been occurring in other areas including parks.

• Item 23 will direct staff to proceed with developing the lot at 3202 Dairy Drive to serve as one such legal encampment. This site would have water, sewer, and electricity and could provide temporary housing for some of those currently camping in city parks. 

Redistricting

The work to update alder districts following last year's census continues on Thursday on its accelerated timeline. Staff will have some initial draft maps available to review. District 15 will need to be redrawn to add in approximately 1,800 additional residents in order to equalize population across districts. District 15 Engineering Projects

• Atwood Avenue - Updated 8/18/21 to include information about the Olbrich Path alignment at Transportation Commission - This project is awaiting federal funding.
• Sycamore Park Parking Lot Replacement - The parking lot adjacent to the Sycamore Park dog park will be resurfaced August 23 - September 7
• Dean Ave., East and Allis Ave. Project Update - Updated 8/27/21
• Starkweather Drive/Garver Path - Starkweather Drive Reconstruction:  Mid July to Mid Sep 2021, Starkweather Creek Bridges Complete & Adjacent Path work:  Nov 2021, Wetland Bridge Complete & Adjacent Path work:  Jul 2022
• Davies St., Dempsey Rd., Maher Ave. Reconstruction - Staff is working on alternative designs for Maher Avenue. Another public information meeting should be scheduled sometime this fall.
• Autumn Ridge Path - This project is awaiting federal funding. We should hear sometime this month.
• Starkweather Creek Watershed Study - Public Information Meeting #1 is scheduled for September 16.
